We are recruiting for a Project Controls Manager to join the Management office of a leading Data Centre organisation in Dubai. This is a high-impact leadership position, providing full 360° project oversight from inception through planning, execution, commissioning, and final handover.

This role is part of a newly established strategic team within the Chairman’s Office and requires someone with strong technical, commercial, and governance capabilities.

Key Responsibilities

  • Lead full end-to-end project controls for large-scale data centre developments.
  • Oversee planning, scheduling, performance tracking, and execution governance.
  • Support regulatory understanding, business planning, and commercial evaluation.
  • Review proposals, feasibility, risks, and ROI assessments.
  • Provide accurate and timely insights to the Senior Director and executive leadership.
  • Act as an internal commercial control, ensuring cost, risk, and planning alignment before documents reach the Chairman.
  • Build cost intelligence models, including cost-per-MW benchmarking across regions.
  • Support due diligence for new territories and market-entry decisions.
  • Monitor procurement of long-lead items and identify risk areas or potential delays.

Experience & Background Requirements

  • 8–15 years of experience in Project Controls, Planning Engineering, Quantity Surveying, Program Management, or similar technical roles.
  • Mandatory experience in Data Centre projects (full lifecycle understanding required).
  • Experience working in a Chairman’s Office / CEO Office / MD Office / VP Office or similar high-level reporting environment.
  • Ability to act as a “technical executive assistant” for project controls — responding quickly, accurately, and confidently to senior leadership.
  • Strong understanding of commercial governance, cost, risk management, and operational readiness.
  • Knowledge of legal, land, and competitive landscape considerations related to data centre development.
