JOB PURPOSE

The Data Governance Manager will be responsible for establishing, implementing, and maintaining a robust data governance framework within the digital bank. This role is critical in ensuring the accuracy, consistency, security, and integrity of the bank's data assets, aligning with regulatory requirements (e.g., GDPR, CCPA, local banking regulations), internal policies, and business objectives. The Data Governance Manager will work collaboratively with various departments, including IT, Risk, Compliance, Legal, Operations, and Business Units, to promote a data-driven culture and ensure that data is a trusted strategic asset.


JOB DUTIES AND RESPONSIBILITIES:


Develop and Implement Data Governance Strategy

  • Design, develop, and implement a comprehensive data governance framework, including policies, standards, procedures, and guidelines for data quality, data security, data privacy, data retention, and data lifecycle management.
  • Define and establish clear roles and responsibilities for data ownership, stewardship, and custodianship across the organization.
  • Develop and maintain a data governance roadmap aligned with the bank's strategic goals and regulatory landscape.

Establish Data Quality Management

  • Define data quality metrics and key performance indicators (KPIs).
  • Implement data profiling, data cleansing, and data validation processes to ensure data accuracy and completeness.
  • Work with data owners and stewards to resolve data quality issues and implement preventive measures.
  • Develop and monitor data quality dashboards and reports.

Ensure Regulatory Compliance & Risk Management

  • Stay abreast of relevant data protection laws and banking regulations (e.g., GDPR, PSD2, Basel III, local banking acts, AML/KYC regulations).
  • Ensure the bank's data practices comply with all applicable legal and regulatory requirements.
  • Identify and mitigate data-related risks, including data breaches, unauthorized access, and non-compliance.
  • Support internal and external audits related to data governance.

Stakeholder Collaboration & Communication

  • Work closely with IT teams to implement data governance tools and technologies (e.g., data catalogs, data quality tools, data lineage tools).
  • Collaborate with Legal and Compliance departments to interpret regulations and translate them into actionable data governance policies.
  • Partner with business units to understand their data needs and ensure data governance supports their objectives.
  • Communicate data governance initiatives, progress, and challenges to senior management and relevant stakeholders.

Data-related Incident Management & Issue Resolution

  • Develop and implement procedures for data-related incident response and remediation.
  • Oversee the investigation and resolution of data governance issues and policy violations.
  • Maintain an issues log and track resolution progress.


MINIMUM QUALIFICATIONS/EDUCATION/EXPERIENCE

Minimum Required Education:

  • Bachelor's Degree in a relevant field such as:
  • Information Technology
  • Computer Science
  • Data Management / Data Analytics
  • Business Administration (with a focus on Information Systems or Data Strategy)

Minimum Required Qualifications :

  • Experience: A minimum of 5+ years of progressive experience in data management, data quality, data architecture, IT audit, or compliance, with at least 2-3 years specifically focused on implementing or managing an enterprise-wide data governance program.
  • Data Governance Frameworks: Proven, in-depth knowledge and practical experience with industry-standard data governance frameworks and methodologies (e.g., DAMA-DMBOK , COBIT).
  • Regulatory Knowledge: Strong understanding of major data privacy and security regulations relevant to the business (e.g., CBE , GDPR, industry-specific regulations ).
  • Technical Proficiency: Working knowledge of:
  • Metadata Management and Data Cataloging tools (e.g., Collibra, Informatica Axon, IBM Watson Knowledge Catalog,Atlas , OpenMetadata).
  • Data Quality tools and methodologies.
  • Database concepts and SQL .

  • Soft Skills: Demonstrated ability in stakeholder management, cross-functional collaboration, written and verbal communication, and driving organizational change.
