We are expanding our Data Management practice and are looking for a talented and driven Data Management Office (DMO) Specialist to join our Cairo team.
The Role
The DMO Specialist will serve as a core member of our Data Management practice, responsible for delivering high-quality data governance and management solutions to our clients. A critical and distinguishing aspect of this role is the ability to write compelling technical proposals for competitive bids and tenders related to Data Management Office projects. The ideal candidate combines deep technical expertise in data management frameworks with strong analytical and writing skills to win new business and deliver exceptional client outcomes.
Key Responsibilities
1. Technical Proposal Writing & Business Development
. Lead the preparation of high-quality technical proposals and bid responses for DMO-related projects and government tenders.
. Analyze Request for Proposals (RFPs) and Request for Quotations (RFQs) to develop tailored, winning technical responses.
. Develop and maintain a library of reusable proposal content, case studies, and capability statements.
. Collaborate with the business development team to identify and pursue new DMO project opportunities.
. Present proposals and solution overviews to prospective clients.
2. Data Governance & Strategy :
. Design and implement comprehensive data governance frameworks aligned with national and international standards, including NDMO, DAMA-DMBOK, and ISO 8000.
. Develop data governance policies, standards, procedures, and guidelines for client organizations.
. Define data ownership, stewardship roles, and accountability structures.
. Establish and operationalize Data Governance Councils and working groups.
3. Data Management Office Setup & Operations :
. Advise clients on the establishment, structuring, and operationalization of Data Management Offices.
. Develop DMO charters, operating models, and organizational structures.
. Conduct data maturity assessments to evaluate the current state of data management capabilities.
. Develop roadmaps and implementation plans for data management improvement initiatives.
4. Data Quality Management :
. Define data quality dimensions, metrics, and Key Performance Indicators (KPIs).
. Design and implement data quality monitoring and reporting processes.
. Identify root causes of data quality issues and recommend corrective actions.
5. Data Classification & Security :
. Develop data classification frameworks and taxonomies.
. Ensure alignment with data protection regulations, including the Personal Data Protection Law (PDPL) and relevant national regulations.
. Define access control policies and data security standards.
6. Metadata & Data Catalog Management :
. Design and implement enterprise metadata management frameworks.
. Oversee the development and maintenance of business and technical data dictionaries and data catalogs.
7. Data Culture & Training :
. Develop and deliver training programs and awareness sessions on data management best practices.
. Champion a data-driven culture within client organizations.

Required Skills & Competencies
Technical Skills
. Strong knowledge of data governance frameworks, including DAMA-DMBOK, COBIT, ISO 8000, and the NDMO Data Governance Framework.
. Proficiency in defining and measuring data quality dimensions such as accuracy, completeness, consistency, timeliness, validity, and uniqueness.
. Experience in conceptual, logical, and physical data modeling.
. Solid understanding of metadata management, including business glossary development, data dictionaries, data lineage, and data catalog tools.
. Ability to design data classification frameworks and sensitivity taxonomies.
. Understanding of enterprise data architecture concepts, including data warehousing and data lakes.
. Knowledge of data privacy regulations, including the Saudi Personal Data Protection Law (PDPL) and GDPR principles.
.Experience in conducting data maturity assessments using established models such as CMMI or DCAM.
. Familiarity with Business Intelligence and analytics tools such as Power BI or Tableau.
. Hands-on experience with data catalog or governance platforms such as Collibra, Informatica, Alation, or Microsoft Purview is a strong advantage.

Proposal Writing & Consulting Skills
. Demonstrated ability to write structured, persuasive, and technically sound proposals in response to RFPs and RFQs.
•Experience in managing the full bid lifecycle, from RFP analysis to final submission.•Ability to design and articulate tailored data management solutions for diverse client needs.
•Confident in presenting complex technical concepts to both technical and non-technical audiences.
•Strong project management skills with the ability to manage multiple deliverables and deadlines simultaneously.

Qualifications & Requirements
•Education: Bachelor's degree in Computer Science, Information Systems, Data Science, Business Administration, or a related field. A Master's degree is a plus.
•Experience: 3–6 years of hands-on experience in data management, data governance, or a related consulting field.
•Proposal Writing: Demonstrated experience in writing technical proposals for government or enterprise projects is mandatory.
•Certifications (Preferred): CDMP (Certified Data Management Professional), DAMA membership, CIPP/E, or any relevant data governance certification.
•Languages: Full professional fluency in both Arabic and English, written and spoken, is mandatory.
•Location: Must be based in or willing to relocate to Cairo, Egypt.
