HR & Payroll Supervisor

Deployment Position | 6–8 Week Rotations | Remote, Austere & High-Security Environments

We’re looking for an HR & Payroll Supervisor ready to deploy and operate in a structured, high-security, fast-moving environment.

This is a boots-on-the-ground mission—not a desk job. You will support government contract execution through onsite rotational deployment, working directly with staff, supervisors, corporate HR, and onsite leadership. If you’re disciplined, reliable, and able to manage HR, payroll accuracy, and compliance in a high-visibility government contract setting, we want you.

Your Mission

As the onsite HR & Payroll Supervisor, you will oversee all personnel operations, payroll processes, and timesheet validation to ensure staff are paid accurately and in full compliance with contractual and federal requirements. Key responsibilities include:

HR Operations & Employee Relations

  • Serve as the primary onsite HR contact, working closely with the Project Coordinator (PC), corporate HR, internal payroll staff, and facility leadership on all personnel matters.
  • Communicate effectively and professionally with employees in an at-will employment state, providing clear guidance on expectations, policy requirements, and employment status.
  • Support HR and compliance operations within a government contract environment, ensuring all actions align with contractual terms, detention standards, and state/federal labor laws.
  • Manage employee relations issues, conduct investigations, and ensure consistent application of policies, procedures, and corrective action processes.
  • Maintain accurate, compliant employee records in accordance with legal, contractual, and facility standards.
  • Support performance management, including coaching, corrective actions, and terminations when required.

Payroll Oversight & Timesheet Management

  • Oversee daily timesheet submission, ensuring accuracy, completeness, and compliance with contractually required work hours and rotation schedules.
  • Perform timesheet audits to verify hours worked, overtime eligibility, and other payroll/timesheet compliance issues.
  • Communicate proactively with employees and supervisors to resolve discrepancies before payroll deadlines.
  • Serve as the primary onsite liaison to corporate payroll teams, ensuring timely submission of validated hours and supporting documentation.
  • Track leave, R&R schedules, and schedule changes to ensure payroll accuracy and prevent unapproved time reporting.
  • Prepare and submit payroll readiness reports, discrepancy logs, and corrective audits for corporate payroll review.

Training, Compliance & Workforce Deployment

  • Coordinate, track, and report contractually required training hours for all personnel.
  • Ensure all employees remain credentialed, trained, and compliant for each deployment cycle.
  • Partner with onsite leadership to monitor staffing levels, plan workforce needs, and support retention and redeployment strategies.
  • Prepare HR, payroll, compliance, and workforce readiness reports for facility leadership, corporate HR, and oversight/regulatory entities.
  • Act as liaison between facility staff, corporate HR, contracting officers, ICE, and other federal oversight entities.

Requirements

  • Previous Corrections, Detention, Federal Contract, Military, or OCONUS experience strongly preferred.
  • Minimum of 5 years progressive HR experience, including at least 1 year in a secure, correctional, or detention environment.
  • Understanding of at-will employment laws, federal contract requirements, and compliance frameworks.
  • Experience managing training tracking programs, including multi-hour compliance and federally mandated instruction.
  • Proven ability to handle sensitive information with discretion and maintain confidentiality.
  • Strong communication, interpersonal, and conflict-resolution skills; comfortable speaking with individuals at all levels.
  • Ability to pass extensive background checks, drug screen, and obtain all required clearances.
  • Must maintain professionalism, composure, and sound judgment in a high-pressure environment.

Ability to Commute and Relocate:

  • Geographically diverse deployment locations: Relocate before starting work and for the duration of the 6-8 week rotation (Required)

Work Location: In person

Shift availability: This position will work 12-hour shifts, 7 days a week for the duration of the deployment, totaling 84 hours per week. You will be paid overtime over 40 hours worked in one week

Pay: $30/hr ($3180/wk)

Pay: $3,180.00 per week
