ABOUT THE OFFICE OF THE ATTORNEY GENERAL: The Office of the Attorney General provides legal representation to the Colorado River Indian Tribes, its Tribal Council, departments, and enterprises. The Office is a diverse and dynamic working environment.

DUTIES: The grant funded Deputy Attorney General/TSAUSA is primarily responsible for prosecution of domestic violence, sexual assault, stalking, and other VAWA-specific offenses committed on the Colorado River Indian Reservation in the CRIT Tribal, Juvenile, and Appeals Courts and United States District Court of Arizona. The Deputy Attorney General may be assigned other duties in the Office of the Attorney General to include Child in Need of Care cases, juvenile offender cases, adult guardianships, training and drafting policies and legislation/codes. This position works under the supervision of the Attorney General with oversight by the United States Attorney's Office for cases brought in federal court as the TSAUSA. Duties include but are not limited to the following:

  • Work closely with tribal, federal and local law enforcement and other agencies to develop potential criminal cases for prosecution in tribal or federal court;
  • Prosecute and assist in the prosecution of criminal cases in the CRIT Tribal Courts and United States District Court of Arizona, primarily in the prosecution of offenses involving domestic violence, to include VAWA-specific crimes such as physical assault, sexual assault, and stalking;
  • Prepare petitions and briefs and appear and argue before the CRIT Appeals Court as directed by the CRIT Attorney General;
  • Assist the CRIT Attorney General in formulating matters of policy relating to criminal law or procedure in the Tribal Courts, to review Tribal Codes with recommendations for revisions;
  • Maintain statistics on cases and matters as directed by the Attorney General or as required under the Grant;
  • Prosecute all criminal matters in Tribal Court in accordance with Tribal Codes and Rules;
  • Provide training and guidance to CRIT Law Enforcement Officers on report writing, best practices for domestic violence and sexual assault cases, and on changes tribal or federal criminal law;
  • Provide 24 hour on-call assistance to CRIT law enforcement for VAWA-specific matters, such as drafting and submission of search warrants, and to review police reports and other evidence such as body cameras and after review make recommendations for additional investigation where required;
  • Attend federal and tribal Multi-Disciplinary Teams to facilitate investigations and prosecution of child abuse and other VAWA-specific crimes;
  • Advise and assist the Assistant United States Attorney(s) in prosecuting crimes occurring on the Colorado River Indian Reservation in accordance with the Memorandum of Understanding and SAUSA appointment, including research and filing pleadings in federal court at the direction of the United States Attorney, recommend grand jury investigations; recommend prosecutions for specific tribal/federal cases, additional investigations where needed, and declinations in specific cases or referral to Tribal Courts or State Courts as appropriate for disposition; assist in victim and witness preparation for federal prosecution;
  • Coordinate with Victim Advocates on the needs of victims in matters subject to tribal or federal prosecution;
  • Communicate with and advise the Federal Bureau of Investigation and Bureau of Indian Affairs and CRIT Law Enforcement on pending criminal matters;
  • Facilitate strong working relationships with State law enforcement and prosecuting agencies including La Paz County and Town of Parker;
  • Comply with all grant-mandated requirements and goals and objectives outlined within the grant, including generating reports in a timely manner;
  • Provide back-up to other Deputy Attorney Generals with all Child in Need of Care (CINC) Petitions, hearings: Preliminary Custody, Advisory, Pre-Adjudication, Adjudication, Disposition, Review, and Termination of Parental Rights;
  • Draft petitions, prepare witnesses, officers, and victims for trial, attend and prepare Adult and Juvenile Offender cases. These hearings include initial appearances, detention hearings, pre-adjudicatory hearings, adjudicatory hearings, and review hearings, jury and non-jury trials;
  • Draft and file appeal petitions and briefs and appear in the CRIT Court of Appeals hearings as assigned;
  • Draft proposed policy and legislation/codes for consideration by the Tribal Council. As necessary, train and brief officers and other tribal officials in regard to procedure and law;
  • May be required to work irregular hours/days at times;
  • Other duties as assigned by the Attorney General.

REQUIREMENTS:

  • Graduate of an ABA accredited law school;
  • Must be a licensed member in good standing of a state bar, Arizona state bar is preferred;
  • Must be eligible to be a member of the United States District Court of Arizona within one year of hire;
  • At least three years’ experience in the practice of law, preferably as a prosecutor;
  • Knowledge of principles of Federal Indian law, CRIT tribal law, and/or administrative law preferred;
  • Valid driver's license;
  • Ability to pass drug screening;
  • Ability to pass both a Tribal and Federal FBI (OMB Public Trust Position) background check;
  • Must be able to travel to Phoenix, AZ or Flagstaff, AZ on at least a monthly basis; and
  • Must be able to travel for OVW sponsored training and trainings required for federal prosecutors;
  • Must demonstrate experience in effective communication, problem solving, team building, interpersonal skills, good judgment, and a commitment to professionalism;
  • Must demonstrate computer skills to include experience with online legal research tools, electronic court filing, calendaring, email, and word processing proficiency;
  • Strong legal writing ability; and
  • Ability to work well with others in a sometimes stressful, high-volume work environment.
