Purpose of Position

Serve as Deputy CIO of the internal University of Texas System Administrative Office of Information Services. Responsible for all UTS information systems activities, including systems analysis, programming, computer, and auxiliary operations. Sets policies and procedures, technical standards and methods, and priorities. Manages liaison between information systems and other functions within UTS.

Essential Functions

Prioritize and lead innovative technology strategies, initiatives and operations. Provide strategic guidance of all UTS Administration and IT Shared Services, strategic leadership and guidance at the executive level in critical areas of technology administration having system-wide impact.
Assists the Associate Vice Chancellor & Chief Information Officer in leading overall information technology strategic planning to achieve business goals by prioritizing information technology initiatives and coordinating the evaluation, deployment, and management of current and future technology projects.
Assists the Associate Vice Chancellor & Chief Information Officer in governance oversight, project and portfolio management, and service delivery management
Provides leadership for planning, developing, and implementing information technology initiatives.
Ensures effective collaboration with other units of UTS, including contracting, audit, compliance, information security, privacy coordinator, and the like. Leads the development and implementation of best practices and standards in process, design, architecture and operations of all aspects of service-oriented information technology delivery.
Directs programs to monitor, evaluate and improve customer service delivery.
Plans, organizes, controls, integrates and evaluates the work of the OTIS department including the Applications, Client Services, and Infrastructure teams. Develops, implements and monitors work plans to achieve department mission, goals and performance measures; directs the development of and monitors performance against the division budget; manages and directs the development, implementation and evaluation of work programs, plans, processes, systems and procedures to achieve UT System's and department goals, objectives and performance measures consistent with the department's quality and customer service expectations.
Plans, organizes, directs and evaluates the performance of assigned managers, supervisors and staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development.
Provides leadership and works with assistant directors to develop and retain highly competent, service-oriented staff through selection, training and day-to-day management practices that support the department's mission, objectives and service expectations; provides leadership and participates in programs and activities that promote a positive employee relations environment.
Manages and participates in the development and implementation of IT strategic plans; formulates and develops plans, policies and projects programs to meet long-term UT System Administration needs; performs long-term budget and cost analyses; reviews and evaluates feasibility of major projects and initiatives; works with managers and technical staff to plan for implementation of new systems; participates in the study of new technology to determine its utility, consistency with technology standards, relevance for meeting UT System business and operational requirements.
Other duties as assigned.

Knowledge and understanding of the current and developing strategic information requirements of a major University system.

Ability to provide strategic guidance and counsel to clientele in the assessment and development of existing and/or proposed systems.
Ability to identify and secure alternative funding/revenue sources and to develop and evaluate proposals in reference to leading-edge information services technology.
Ability to foster a cooperative work environment.

Required Qualifications

A bachelor's degree is required
7 years of IT or comparable leadership experience with a record of progressively increasing responsibilities in similar multi-institutional entities
In compliance with EO-GA-48 this position requires the ability to maintain the security and integrity of UT System Administration and its infrastructure.

Preferred Qualifications

Master's degree preferred.

Additional Information

The standard retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length. However, the incumbent of this position may elect the Optional Retirement Program (ORP) subject to the position being 40 hours per week and at least 135 days in length. Participation in either TRS or ORP is mandatory.

A background check will be conducted on applicants under final consideration. The background check may include any or all of the following: criminal history check, prior employment verification, education verification, professional references check, and motor vehicle records check. Background checks are conducted by third-party vendors. Upon request from the third-party vendor, candidates under final consideration must provide the required information for the background checks to be completed.
