About the Role

The Village of Heyworth has one opening in our police department. We are taking applications for both Deputy Chief and a patrol officer with priority leaning towards a Deputy Chief.

The Deputy Chief of Police is an appointed command-level position under the authority of the Mayor and approval of the Village Board. The Deputy Chief operates under the direct supervision of the Chief of Police, with general administrative direction from the Mayor and Village Administrator.

This position assists in the overall administration, supervision, and operational leadership of the Police Department while performing sworn law enforcement duties consistent with Illinois law, municipal ordinances, and Illinois Law Enforcement Training and Standards Board (ILETSB) requirements.

The Patrol Officer is a direct hire and reports to the Chief of Police.

Compensation

  • Police Officer: $28.00 – $31.00 per hour (based on training and experience)
  • Deputy Chief of Police: Additional $2.00 per hour above the base rate
  • Total Deputy Chief Rate: $30.00 – $33.00 per hour

Annual pay increases are based on performance and budgetary approval.

Minimum Requirements

  • Must be 21 years of age or older
  • Possess a valid Illinois driver’s license
  • Successfully pass a background investigation, including fingerprinting, drug screening, medical examination, and any additional testing required by law
  • Must possess and maintain Illinois State Certification through the Illinois Law Enforcement Training and Standards Board (ILETSB)
  • Deputy Chief candidates must have a minimum of five (5) years of full‑time sworn law enforcement experience, including demonstrated leadership or supervisory responsibilities
  • Candidates must reside within 25 miles of Heyworth, Illinois

Essential Duties and Responsibilities

Law Enforcement & Operational Responsibilities

  • Enforce federal, state, and local laws, ordinances, and department policies in a fair, impartial, and professional manner.
  • Transport citizens, prisoners, and individuals committed for mental health evaluation, utilizing handcuffs and other approved restraints in accordance with department policy and applicable laws.
  • Communicate effectively, both verbally and in writing, with the public, fellow officers, supervisors, prosecutors, and other agencies.
  • Prepare accurate, thorough, and timely written reports, including investigative narratives, diagrams, and sketches, using proper grammar, symbols, and basic mathematical computations.
  • Mediate disputes and manage confrontations involving hostile or potentially violent individuals, utilizing de‑escalation techniques and appropriate use‑of‑force principles consistent with training and policy.
  • Perform multiple law enforcement tasks requiring differing and sometimes contrasting skills, often under stressful and time‑sensitive conditions.
  • Exercise sound, independent judgment in determining reasonable suspicion for detention, probable cause for search and/or arrest, and when the use of force is justified and to what degree, in compliance with constitutional standards, Illinois law, and department policy.

Command‑Level & Supervisory Responsibilities (Deputy Chief)

In addition to the above duties, the Deputy Chief of Police shall:

  • Assist the Chief of Police in the administration, planning, and coordination of departmental operations, programs, and personnel.
  • Provide direct supervision and leadership to sworn and/or civilian personnel, including assigning duties, evaluating performance, and enforcing department rules, regulations, and standards of conduct.
  • Serve as acting Chief of Police in the absence of the Chief, exercising full authority as delegated.
  • Assist in the development, implementation, and enforcement of department policies, procedures, and general orders consistent with ILETSB standards and best practices.
  • Participate in budget preparation, fiscal oversight, and resource management, as assigned.
  • Review reports, investigations, and use‑of‑force incidents for accuracy, completeness, and policy compliance; recommend corrective action or additional training as necessary.
  • Assist with recruitment, training, and mentoring of department personnel, including ensuring compliance with mandatory ILETSB training requirements.
  • Coordinate with municipal officials, prosecutors, courts, neighboring agencies, and community organizations as a representative of the Police Department.
  • Promote community‑oriented policing and maintain positive relationships with residents, businesses, and stakeholders.
  • Demonstrate an approachable, professional leadership presence, earning the respect of subordinates, peers, elected officials, and community members.
