Deputy City Clerk

Job Summary:

This position is a full-time Deputy City Clerk who will coordinate and oversee the utility billing and payment processes of Cimarron, Kansas and be the public-facing first point of contact under the supervision of the City Clerk, as well as support the City Clerk. This includes, but is not limited to, meter reading processes, timely processing and distribution of monthly utility bills, late notices, and other monthly processes, greeting and serving customers in a friendly and helpful manner, and completing Clerk tasks to assist or when the City Clerk is unavailable.

Supervisory Responsibilities:

· None.

Utility Clerk Responsibilities:

· Provide excellent customer service to external and internal customers via phone, email, and in person.

· Accept and apply customer payments in a timely and accurate manner.

· Prepare daily bank deposit.

· Maintain accurate customer account information by processing customer account changes, such as meter change outs, name changes, new service contracts, and discontinuation of service.

· Assist with the identification and processing of eligible collection accounts.

· Assist internal and external customers with various requests, including utility account balances, form filing, and information requests. Must be willing/able to troubleshoot issues for/with customers in any situation and follow through with customer to the correct department.

· Assist customers with use of the payment portal, website, enrollment in alerts, and assist with problem resolution.

· Coordinate and facilitate monthly meter reading, delinquent notices, and utility bills.

· Works closely with City Clerk and other staff to make sure all relevant codes and statutes are being adhered to.

· Create and maintain accurate SOPs for related processes.

· Ensure front office forms are current and updated for ease of disbursement.

· Maintain customer confidentiality and maintain accurate, current files and retention.

· Performs other duties as required or assigned, based on skill.

Deputy Clerk Responsibilities

· Deputy Clerk tasks will be in support of the City Clerk, either to assist or when the Clerk is unavailable.

· Financial Management

o Perform accounting tasks including accounts payable and receivable.

· Payroll

o Review time sheets to ensure accuracy, then enter into payroll software.

o Process and issue paystubs to employees.

· Deputy Clerk to the City Council

o Attend City Council meetings and record minutes in the City Clerk’s absence.

o Provide monthly reports for review.

· Administrative

o Prepares and maintains public records including ordinances, proclamations, resolutions, contracts, and agreements.

o Process Special Event, Liquor/Alcohol, Mobile Vendor licenses as needed.

· Perform other duties as required or assigned.

Required Skills/Abilities:

· Excellent verbal and written communication skills.

· Knowledge of common office programs and equipment (i.e. Excel, Teams, Outlook, copy machines, adding machines).

· Willingness to become very familiar with the City’s software as it relates to your position.

· Ability to accommodate customer requests and offer assistance when needed.

· Ability to manage multi-line phone system and walk-in traffic simultaneously.

· Bilingual preferred, but not required.

Education and Experience:

· High School Diploma/GED

· Customer Service experience, preferably in an office setting.

Physical Requirements:

· Prolonged periods sitting at a desk and working on a computer.

· Must be able to lift up to 15 pounds at times.

· Must be able to speak and hear customers.

Pay: $50,000.00 - $60,000.00 per year
