Job Title: Deputy Director of Immigration & Social Services (DDISS)

Job Summary
The Deputy Director of Immigration & Social Services is a senior leadership role responsible for overseeing Pacific Gateway Center’s immigration legal services, social services, and disaster-related programs serving Hawaiʻi’s immigrant and refugee communities. This position provides strategic, operational, and programmatic leadership to ensure high-quality, culturally responsive services that promote stability and self-sufficiency.
As a member of the executive leadership team, the Deputy Director supervises multidisciplinary staff across programs and islands, ensures compliance with legal and grant requirements, and leads program coordination, implementation, and performance. The role also supports organizational sustainability through budget oversight, grant development, and program expansion, and may provide immigration legal coverage as a DOJ-accredited representative or licensed attorney, as needed.
Key Responsibilities
Leadership & Operations
● Oversee immigration, social services, and disaster programs, ensuring effective
implementation, compliance, and service quality
● Supervise multidisciplinary teams, including attorneys, accredited representatives, case
managers, and program staff
● Lead program coordination across departments, islands, and partner organizations
● Establish and monitor performance, quality assurance, and reporting systems
● Manage budgets, grants, and reporting in coordination with accounting and
development teams
● Identify risks, service gaps, and opportunities for program improvement and growth
Partnerships & Strategy
● Serve as liaison with government agencies, funders, and community partners
● Strengthen cross-sector collaboration and integrated service delivery
● Support grant writing, funding strategy, and program development
Immigration Services
● Provide legal oversight and guidance; serve as DOJ-accredited representative or
attorney, as needed
● Ensure compliance with immigration laws, accreditation standards, and case
management practices
Social Services & Disaster Programs
● Oversee social services and disaster case management programs, ensuring coordinated,
culturally responsive care
● Support outreach, referrals, and partnerships to connect clients with essential resources
● Promote equitable access to services across immigrant and refugee communities
Qualifications
● Bachelor’s degree or higher in a related field
● DOJ-accredited representative or licensed attorney in good standing or direct case
management experience
● 10+ years of relevant experience, including immigration or social services
● 2+ years of supervisory or management experience
● Strong leadership, communication, and cross-cultural skills
● Experience with grants, program management, and compliance
● Disaster response experience preferred
Additional Information
Schedule: Monday–Friday, with occasional evenings/weekends
Location: Honolulu, HI (with limited remote work)
Travel: Inter-island travel as needed
Salary: $80,000–$90,000 (DOE)
Benefits: Comprehensive package including health coverage, retirement, paid leave, and tuition reimbursement
Pay: $80,000.00 - $90,000.00 per year
