Lower Paxton Township, Dauphin County is seeking a full-time Deputy Director of Public Works Utilities with a public works and sanitary sewer background. The Deputy Director of Public Works, Utilities Division, is responsible for the overall leadership, administration, and operations of the Township Authority sanitary sewer and storm sewer utility systems. This position oversees roadways, stormwater, sanitary sewer, Township Authority fleet and facilities. The Deputy Director develops strategic plans, manages capital and operating budgets, supervises personnel, and ensures regulatory compliance with all relevant local, state, and federal laws. The Deputy Director Utilities Division, on a rotating basis with the Deputy Director of Public Works, serves as acting Director in the absence of the Director of Public Works and Utilities.
The Deputy Director also assists in the preparation of plans and specifications, in coordination with the Consulting Engineers, and Staff Engineers for various sewer system/storm sewer projects. S/he Plans, assign, and supervises daily operational activities of the sanitary sewer system and storm sewer system. Coordinate with the Deputy Director of Public Works on joint projects and fieldwork. Lead and manage regular maintenance programs, including sewer flushing, root cutting, grease control, sewer televising, and right-of-way mowing. Oversee maintenance and inspections of sewer pump stations. Serve as the primary contact for after-hours sewer emergency response. Support implementation of PADEP Consent Decree sewer construction and rehabilitation projects. Supervise and evaluate department staff, including union personnel, and assist with hiring, training, and disciplinary actions. Participate in budget planning and administration for sewer operations and capital improvements. Ensure compliance with applicable federal, state, and local laws, including the PA One-Call Act, the Sewage Facilities Act, and PADEP MS4 regulations.
S/he is responsible Coordinate staff training, and CDL requirements. Coordinate with the Deputy Director of Public Works and Director on shared stormwater and sewer infrastructure projects. Manage procurement compliance, bid specs, and grant documentation. Oversee GIS and asset management updates for roads, sanitary sewer, stormwater, and facilities. Prepare public notifications, project updates, and represent the department at meetings. Support MS4 compliance, stormwater inspections, and environmental reporting. Lead technology initiatives for maintenance, fleet, and fuel management systems. . Participate in interdepartmental initiatives, collective bargaining, and other duties as assigned.
Salary is a range of $83,300 - $103,000. Medical benefits opt out package also available.
Min. quals: Graduation from high school or possession of a GED is required. Bachelor’s degree in civil engineering, Construction Management, or related field preferred. Understanding Class A and Class B CDL requirements. Ability to obtain a PADEP Class E Satellite Collection System Operator License within six (6) months of hire (required). Five(5) Years of sewer and stormwater experience or municipal engineering experience; supervisory experience preferred. Strong communication, leadership, and project management skills.
Other Requirements: A favorable criminal background check, drug screening and a valid driver’s license are required.
