Position Summary

Under the direction of the Research and Evaluation (RED) Director, the position is responsible for assisting in the overall development, administration, and supervision of the Research & Evaluation Department, including the California Tribal Epidemiology Center (CTEC). A goal of the R&E department is to enhance Tribal Health Programs’ (THP) capacity and competitiveness through the development, analysis, and dissemination of public health, health status, and health services data focusing on the American Indian and Alaska Native (AIAN) populations of California. This department has the lead role within the agency to improve Tribal and THP capacity to respond to public health surveillance needs and reporting requirements. This position will assist in providing leadership to projects, including grant management, budgeting, and program development and implementation.

Essential Functions

1. Serves as Acting Director of the Research & Evaluation department in the absence of the Director.

2. Serves as a lead department representative in federal, state, and Tribal public health-related meetings.

3. Provides coordination of interdepartmental activities.

4. Provides training and technical assistance to THPs and Tribes on Research and Evaluation topics.

5. Oversees assigned research and evaluation-related programs.

6. Provides support and guidance in all grant activities, including developing and monitoring budgets, completing and submitting progress reports, and ensuring grant deliverables are being met in a timely manner.

7. Oversees the development of all department program budgets.

8. Prepares monthly and quarterly progress reports in compliance with program and contract requirements.

9. Researches and develops research and evaluation funding opportunities for the department.

10. Responsible for the preparation, coordination, and evaluation of grant and contract proposals as assigned.

11. Supports and guides the development, coordination, and conduct of RED-related trainings, presentations, and conferences.

12. Works as a team with the other department managers.

13. Work with and support the efforts of the Research and Evaluation (RED) Department of CRIHB.

14. Monitors specifically funded program activities and special projects, as assigned.

15. Regular and predictable attendance.

16. Performs other related duties as required and assigned.

Additional Responsibilities

1. Maintain a valid, unrestricted driver’s license and ability to be insurable under CRIHB’s automobile insurance for the purpose of potentially driving agency vehicles.

2. Position requires occasional overnight travel within CRIHB’s service area.

3. Requires the ability to drive up to seven (7) hours a day.

Knowledge, Skills, and Abilities

1. Demonstrated expertise in research design, public health evaluation, and data dissemination relevant to Tribal or community-based health programs.

2. Strong understanding of Tribal health systems, nonprofit administration, and grant management.

3. Knowledge of public health issues impacting American Indian and Alaska Native communities.

4. Familiarity with CDC, IHS, HRSA, and other federal or state reporting and compliance requirements.

5. Experience managing grants, budgets, contracts, and data-driven programs within multi-disciplinary environments.

6. Experience working with Tribal governments, health directors, and community stakeholders preferred.

7. Advanced skills in public speaking, facilitation, and intergovernmental communication with diverse audiences, including Tribal and public health leaders.

8. Strong leadership and project management abilities, including strategic planning, staff supervision, and cross-departmental coordination.

9. Excellent verbal, written, and interpersonal communication skills.

10. Strong analytical and problem-solving skills with the ability to synthesize complex health data into actionable insights.

11. Proficiency in Microsoft Office Suite, Office 365, and statistical or research software (e.g., SPSS, SAS, R, or Tableau) preferred.

12. Ability to work independently with minimal supervision while managing multiple concurrent projects.

13. Commitment to confidentiality, equity, and American Indian self-determination.

Qualifications

CRIHB recognizes equivalent combinations of education and progressively responsible experience; however, a high school diploma or equivalent remains the minimum educational requirement for employment.

1. Bachelor’s degree in Public Health, Epidemiology, Research, Public Administration, or a closely related field is required, and a minimum of eight (8) years of progressively responsible leadership experience in research, public health, or program evaluation, including at least five (5) years of supervising staff or leading cross-functional initiatives.

  • In lieu of a bachelor’s degree, applicants must have fourteen (14) years of progressively responsible management or leadership experience and eight (8) years of supervisory or cross-agency leadership experience.

2. Master’s degree in Public Health (MPH), Epidemiology, Public Administration (MPA), or a related field is preferred.

  • In lieu of a master’s degree, applicants must have ten (10) years of progressively responsible leadership experience, including seven (7) years in supervisory or executive roles.

Job Type: Full-time

Pay: $108,000.00 - $115,000.00 per year
