POSITION DESCRIPTION:

The United States Naval Academy invites applications for the Deputy Superintendent for Finance (DepFinance), to begin as early as Summer 2026. The Deputy for Finance reports to the Superintendent and serves as a member of the institution’s Senior Leadership Team (SLT). Candidates should have a solid commitment to the highest ethical standards, be of superior intellect and character, and possess backgrounds and experience appropriate for the Nation’s premier training ground for Navy and Marine Corps junior officers. The successful applicant may teach classes as a part of organizational service, but will primarily perform management and governance duties, similar to Vice President or cabinet-level positions in a college/university environment.

Duties and responsibilities:

  • Lead the Cost Center staffed by civilian employees and senior managers who perform finance, comptroller, travel, manpower, human resources, and USNA procurement functions in support of the institution. Additionally, includes oversight of non-appropriated fund instrumentalities representing 500 employees and $55M annual operating budget. Transportation assets may also fall under the control of the position.
  • Oversee resources exceeding $250M of combined appropriated, non-appropriated, philanthropic, and reimbursable funding.
  • Provide leadership for strategic planning, financial management, and resource administration in an environment of higher education and government.
  • Oversee the many unique requirements that differentiate financial management and administration at USNA from other traditional, corporate university environments.
  • Chair or participates in numerous resource oversight management boards including affiliated private non-profit corporations.
  • Serve on the Boards of Naval Academy Athletic Association and USNA Foundation/Alumni Association.
  • Provide tactical and strategic advice to the Superintendent on enterprise-wide resource issues;
  • Provide administrative supervision of the Comptroller, Human Resources Officer, NAF HR Director, Naval Academy Business Services Director, and Transportation Director;
  • Provide the strategic vision necessary to focus Naval Academy resources on institutional goals and initiatives;
  • Perform other duties as assigned.

This is an onsite, 12-month, excepted service federal position. The successful candidate will receive an initial appointment of approximately 3- years, with eligibility for renewal. Compensation falls within the AD-09 pay band, and will be determined based on experience and qualifications. The Superintendent retains the authority to terminate any time-limited appointment at any time.

Salary Details:

  • Pay Band: AD-09
  • Salary Range: GS-15 equivalency

MINIMUM AND PREFERRED QUALIFICATIONS:

Required Minimum Qualifications:

  • Graduate or higher level degree
  • 10+ years Department of War experience as either military or federal civilian.
  • 5+ years experience as a leader, manager, and administrator in an environment equivalent to a complex, multi-mission military organization.

Preferred Qualifications (We are particularly interested in candidates who have experience or demonstrated interest in some or all of the following areas):

  • In-depth knowledge and proven skills in federal resources management such as; the Planning, Programming, and Budgeting System (PPBS); different Navy/federal appropriated and reimbursable funding sources; federal non-appropriated fund management; procurement integrity/separation of functions
  • Familiarity with educational finance and management organizations such as the National Association of College and University Business Offices (NACUBO); the US Code as it applies to the Naval Academy (Title 10); Appropriations Law; 1517 Authority; ADA Compliance, and federal comptroller regulations.
  • Proven skills in management such as; understanding fiscal law and regulations as they relate to resource management of federal institutions; life cycle management; policy development; oversight requirements for monitoring and controlling financial, human, and material resources; and relationship management with federal, state, county, and city governments.
  • The vision and expertise necessary to lead change and inspire excellence while exemplifying the Navy’s core values of honor, courage and commitment; outstanding oral and written communication skills; outstanding leadership to include persuasive and effective negotiation qualities; a significant record of nurturing government, military, and private-sector relationships; and proficiency in using the variety of information technologies considered germane to the position.

FINAL SELECTION FOR POSITION WILL BE BASED ON THE FOLLOWING ASSESSMENTS:

  • Formal interviews with USNA Senior Leaders
  • Reference checks
  • Presentation to the Superintendent regarding the candidate’s unique skills and ability to impact the mission of the institution

Retired service members must observe a 180 day waiting period prior to appointment, starting from their date of retirement. USNA will only request a waiver of this waiting period requirement in extraordinary situations.
