Design & Estimation Engineer

We are seeking an experienced and highly capable Technical Manager to lead the company’s Technical Engineering Department and oversee all technical, design, tendering, and engineering coordination activities across multiple construction projects in the UAE.

This is a senior management role responsible for leading the Design Team, Tendering & Pre-Construction Team, and coordinating with Projects, Procurement, Commercial, and Business Development departments to ensure technically compliant, cost-effective, and high-quality project execution.

The successful candidate will report to senior management and play a key role in technical strategy, design management, project planning, and operational support across the organization.

Key ResponsibilitiesTechnical Leadership & Department Management

• Lead and manage the overall Technical Engineering Department including Design, Tendering, and Engineering Coordination functions.
• Supervise and mentor multidisciplinary technical teams including Civil Draftsmen, Structural Designers, HVAC-Plumbing Designers, Electrical Draftsmen, Surveyors, and Estimators.
• Establish departmental objectives, workflows, technical standards, and engineering procedures.
• Ensure effective coordination between technical, commercial, procurement, and project execution teams.
• Support senior management in technical planning, business growth, and operational decision-making.

Design & Engineering Management

• Oversee preparation, review, and approval of design drawings, calculations, technical submissions, and engineering documentation.
• Ensure all engineering designs comply with UAE authority regulations, international standards, and project specifications.
• Coordinate with consultants, clients, architects, and authorities for technical approvals and engineering clarifications.
• Lead multidisciplinary design coordination between Civil, Structural, Architectural, and MEP disciplines.
• Review and resolve technical issues, design conflicts, and constructability challenges during project execution.

Tendering & Pre-Construction

• Manage the Tendering & Pre-Construction Team for preparation of technical proposals, BOQs, estimations, and tender submissions.
• Review project specifications, contract documents, and tender requirements to ensure accurate costing and technical compliance.
• Participate in value engineering, risk assessment, budgeting, and technical feasibility studies.
• Support Business Development and senior management during client presentations, technical meetings, and bid negotiations.

Project Support & Coordination

• Coordinate closely with Project Managers and Operations teams to provide technical support for ongoing projects.
• Ensure timely issuance of shop drawings, method statements, material submittals, and technical approvals.
• Monitor technical performance across projects and support problem-solving during construction phases.
• Work closely with Procurement and Commercial departments for material specifications, supplier evaluations, and technical procurement support.

Quality, Compliance & Reporting

• Ensure implementation of QA/QC standards and engineering best practices across all projects.
• Maintain compliance with UAE building codes, authority requirements, and company procedures.
• Prepare technical reports, departmental performance reviews, and executive presentations for senior management.
• Identify technical risks and implement corrective and preventive measures.

Requirements

• Bachelor’s Degree in Civil Engineering or related engineering discipline.
• Minimum 10–15 years of experience in the UAE/GCC construction industry with at least 5 years in a senior technical management role.
• Strong experience in design management, engineering coordination, tendering, and technical operations.
• Proven leadership experience managing multidisciplinary engineering and technical teams.
• In-depth knowledge of UAE authority regulations, building codes, construction methodologies, and engineering standards.
• Strong understanding of tendering, estimation, value engineering, and project execution processes.
• Proficiency in AutoCAD, Revit, Primavera P6, MS Project, and Microsoft Office.
• Excellent leadership, communication, problem-solving, and organizational skills.
• Experience working with main contractors in the UAE is highly preferred.

Pay: AED8,000.00 - AED12,000.00 per month
