Overview

Sandy Mac Evolution LLC is seeking a defense technology specialist to support NATO’s Digital Backbone initiative through live demonstrations, trials, and experimentation events.
This position provides critical support to the CIS Branch Digital Backbone Capability Development Team at Allied Command Transformation (ACT) in Norfolk, Virginia, and focuses on enhancing digital interoperability, resilience, and capability integration across NATO networks.

The ideal candidate has a strong background in IT systems integration, communications engineering, or defense technology experimentation. Experience in planning and executing large-scale demonstrations such as DiBaX or CWIX is highly desirable.

Key Responsibilities

  • Coordinate and contribute to activities within the CIS Branch Digital Backbone Capability Development Team.
  • Define and refine Demonstration, Test, and Experimentation (DTE) event objectives aligned with capability and operational needs.
  • Develop, track, and manage event project plans using appropriate project management tools.
  • Prepare resource requirement documents identifying host nation support needs in line with established MOUs (e.g., HQ SACT to Latvian MOD MOU for 5G test site use).
  • Support planning meetings for DTE venues and coordinate integration of capability teams into events such as DiBaX and CWIX.
  • Assist in industry selection for advanced technology demonstrations by developing evaluation criteria, soliciting inputs, and scoring proposals.
  • Prepare administrative documentation, including save-the-date notices and calling notices for internal and external participants.
  • Draft and finalize event design and management documentation to track implementation milestones.
  • Support development of DOTMLPFI requirements derived from technical event execution.
  • Contribute to risk management, security, and registration plans for DTE events.
  • Support design of technical use cases and contribute to post-event analysis reports.
  • Coordinate with other ACT events to ensure synchronization and information sharing.
  • Engage with national technology offices in areas such as advanced communications.
  • Provide direct support to event directors and participate in planning, integration, and execution sessions within NATO boundaries (approximately four weeks per year, with potential for additional travel).
  • Perform additional related tasks as required.

Ideal Profile

A defense technologist or engineer with hands-on experience supporting live experimentation events, capable of bridging operational needs with technical execution.
This person thrives in multinational, cross-domain environments and can effectively communicate findings to senior military and civilian leaders.

Required Qualifications

  • Bachelor’s degree in Computer Science, Engineering, or Business Management.
  • Minimum of 5 years (within the last 10) in technical event planning, design, and execution.
  • Minimum of 3 years (within the last 10) experience deploying civilian-standard wireless communications, autonomous systems, or community-of-interest services.
  • Minimum of 3 years (within the last 10) with demonstrated project management experience.
  • Active Project Management Professional (PMP) or equivalent certification.
  • Minimum of 3 years operational knowledge of military communications networks within the last 10 years (military or civilian experience acceptable).
  • Minimum of 3 years (within the last 10) experience using event management toolsets.

Engagement Details

This position is offered under a 1099 / B2B independent contractor agreement.
Contractors are responsible for their own taxes, insurance, and business obligations. No employee benefits are provided.
