    Position Purpose
    Coordinates, supervises, and conducts investigations of employees' alleged criminal and non-criminal violations of federal, state, and local laws, rules, regulations, and school board policies, procedures, and/or general misconduct. Provides written documentation of these investigations in a thorough and timely manner. Supervises the Title IX Coordinator and ensures compliance with Title IX regulations and Board policies, including annual training and facilitation of campus Title IX liaisons assigned at each District campus.

    ESSENTIAL JOB FUNCTIONS
    Investigations
    • Coordinates the intake, case assignment, completion, and closure of all employee investigations; compiles information from a variety of external and internal sources; determines the need for a full investigation; initiates the appropriate level of investigative inquiry based upon the complexity of the allegation and the role of the employee the allegation is about.
    • Ensures investigation assignment is balanced across investigation team members with consideration of an individual investigator's strengths and expertise. Consults with and advises the Executive Director and Legal Services staff when considering requesting external investigator consultants based on the needs of the District and the complexity of the allegation(s) for a specific case.
    • Reviews and approves final versions of all confidential report summaries for all investigations that may serve as the basis for personnel actions.
    • Writes reports and prepares materials for transmittal to the Board of Education as necessary; prepares written recommendations, reports, and analyses on a variety of personnel matters such as employment discrimination, complaints and policies and procedures.
    • Directs and coordinates department staff communication with law enforcement agencies regarding allegations of employee misconduct and related investigations.
    • Directs and coordinates the review of Criminal Records Checks (CRC) on applicants and employees when consulted by Talent Management staff for records that require Office of Professional Standards guidance.
    • Performs briefings with high-level district personnel regarding ongoing investigations.

    Title IX Compliance Management

    • Supervises the Title IX Coordinator and all Title IX program, communication, and planning on behalf of the District for compliance with Title IX law and regulations.
    • Leads and guides the Title IX Coordinator in collaborating with District staff to promote a positive and ethical culture and climate in all District facilities, activities, and sponsored events to ensure a professional work and learning environment compliant with Title IX law and relevant Board policies.
    • Through collaboration with the Title IX Coordinator, directs the assignment of Investigations, documentation, and record keeping, and reviews and approves Title IX and DIA investigation findings on behalf of the District.
    • Provides support by leading the Title IX Coordinator, the Initial Decision Maker, and the Decision Appeal Maker in reviewing investigation documents, summaries, and drafting and distributing Title IX investigation and complaint response documents. Consults with District staff, as appropriate, for the management and investigation of Title IX and Board Policy DIA complaints.
    • Leads OPS and District staff in the design, implementation, and evaluation of training for supervisors and administrators related to Title IX complaint management.
    • Leads and directs the Title IX Coordinator for the annual training, record keeping, and support of campus-designated Title IX liaisons regarding student Title IX complaints.


    Office of Professional Standards Management

    • Compiles, maintains, and files all reports, records, and other documents as required.
    • Ensures that investigation-related documents are compiled, maintained, and filed as required.
    • Develops and administers the assigned department budget based on documented needs and ensures that operations are cost-effective and funds are managed wisely.
    • Manages, directs, and assigns priorities and personnel to major projects to ensure attainment of District and department goals and objectives.
    • Drafts notification letters on behalf of the District to the Texas Education Agency (TEA) and State Board of Educator Certification (SBEC).
    • Collaborates with District staff as appropriate to ensure disciplinary actions determined as a result of investigations conducted in OPS are completely implemented and documented for the employee and the investigation file in accordance with District Board policy.
    • Creates, implements, and monitors an annual department plan aligned with District Priorities.
    • Considers trends in work function management and provides recommendations to the District to address and reduce employee alleged misconduct, and improve the overall work climate and culture of FWISD.


    Professional Growth

    • Researches, plans, and implements best practices related to primary duties and responsibilities.
    • Participates in appropriate professional learning activities.
    • Summarizes and recommends changes in District practices, procedures, and policies based upon learning at professional development activities.
    • Maintains a thorough knowledge of all pertinent federal, state, local, and District policies and procedures concerning administrative services issues.


    Safety

    • Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
    • Follows established safety procedures and techniques to perform job duties, including lifting and climbing; operates tools and equipment according to established safety procedures.
    • Corrects unsafe conditions in the work area and promptly reports any conditions that are not immediately correctable to the supervisor.


    Supervisory Responsibilities

    • Supervises the staff of the department, including exempt and non-exempt positions, including the District's Title IX Coordinator.
    • Provides regular performance feedback and coaching to direct reports, both formally and informally, with no less than an annual, written evaluation as required by Board Policy.
    • Identifies and redirects employee performance concerns, including creating, implementing, and evaluating the success of written support and performance improvement plans.

    Knowledge, Skills and Abilities

    • Knowledge of applicable federal and state laws regarding education and students.
    • Knowledge of investigations procedures, and Board of Education, state and federal laws, rules, policies and procedures concerning the rights of employees including, but not limited to employment, performance evaluation and due process.
    • Knowledge of school operations.
    • Ability to use software to create spreadsheets, databases, and do word processing.
    • Ability to organize and coordinate work.
    • Ability to communicate effectively, both oral and written forms.
    • Ability to engage in self-evaluation with regard to performance and professional growth.
    • Ability to establish and maintain cooperative working relationships with others contacted in the course of work.


    Travel Requirements

    • Travels to school district buildings and professional meetings as required.


    Physical and Mental Demands, Work Hazards

    • Tools/Equipment Used:
      Standard office equipment, including computer and peripherals.
    • Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting.
    • Motion: Frequent repetitive hand motions; frequent keyboarding and use of mouse.
    • Lifting: Occasional light lifting and carrying (less than 15 pounds).
    • Environment: Work is performed in an office setting; may require occasional irregular and/or prolonged hours.
    • Attendance: Regular and punctual attendance at the worksite is required for this position.
    • Mental Demands: Maintain emotional control under stress; work with frequent interruptions.


    Required Qualifications
    • Education:
      • Bachelor's degree in criminal justice, human resources, educational administration, or related degree;
      • Master's degree preferred.
    • Experience:
      • Minimum of five (5) years' experience in investigations.
      • Minimum three (3) years supervising exempt and non-exempt employees.
