Director of Assessing

The Town’s Human Resources Department, is seeking a qualified applicant to fill the full-time, Monday – Thursday, position of the Director of Assessing to work under the administrative supervision of the Town Administrator. The Director of Assessing is responsible for the professional, administrative, technical and supervisory work related to the valuation and re-valuation of all real and personal property within the Town in accordance with Department of Revenue regulations and related Massachusetts General Laws.

The salary range, depending on experience, is $95,125.00 - $110,275.94 increasing as of July 1st to $97,503.12 - $113,032.84, annually based upon forty (40) hours a week, fifty-two (52) weeks a year. There is also a very generous benefits package, including paid time off, professional development and health and dental insurance (paid at 68% and 75% of the premiums). Education/Experience: Bachelor’s degree in business, public administration or a related field and least five (5) years of experience appraising real estate and assessing, including three (3) years supervisory experience, or any equivalent combination of education and experience, required. Must possess a General Real Estate Appraiser’s License or the ability to obtain one within three (3) years of appointment. MAAO Designation at time of hire preferred.

Requirements: Must possess a valid Massachusetts Driver’s License. Must have a thorough knowledge of assessing procedures, real estate appraisal and VISION CAMA software. Must have the ability to solve complex deed and subdivision issues. Comprehensive knowledge of computers and various computer applications relative to assessing/appraisal services. Ability to prepare and present testimony and defense of values on appeal from taxpayers. Must have the ability to supervise personnel. Must have excellent interpersonal and verbal/written communications skills. Subject to CORI/SORI, RMV check, pre-employment physical and drug test.

Responsibilities: Administers CAMA system and determines valuations of real estate and personal property for assessment purposes. Develops, prepares and submits valuations, statistical and new growth reports to the Massachusetts Department of Revenue (DOR), including participating in the annual tax rate recapitulation process. Makes recommendations regarding abatements to Board of Assessors. Prepares defense of valuation cases and represents interest of Town at Appellate Tax Board. Develops and maintains strategies necessary to adapt to changing regulatory requirements and valuation landscapes. Directs all operations in the Assessor’s Department. Performs similar or other related work as required.
