    Position Definition: The Director of Business Services provides strategic leadership, oversight, and administration of all financial and business operations of the CLIU. This role ensures fiscal integrity, regulatory compliance, and operational efficiency while serving as a key advisor to executive leadership and a liaison to constituent school districts.

    Relationship:
    The Director of Business Services shall be responsible to the Assistant to the Executive Director and will report to him/her on all matters dealing with the business management of the CLIU.

    Qualifications:

    Education/Experience:
    • Bachelor's degree in Business Administration-Accounting/Finance, required.
    • Master's degree in a business-related field, preferred.
    • Five (5) years' experience in overall business office management.
    • Pennsylvania Registered School Business Administrator (PRSBA), preferred.

    Skills/Knowledge
    :
    • Possesses and demonstrates an understanding of PA State Financial Accounting System.
    • Possesses and demonstrates the ability to negotiate insurance contracts in the best interest of the CLIU.
    • Possesses and demonstrates interpersonal skills for supervising staff, through patience, consistency, fairness, accountability, leadership, and understanding.
    • Possesses and demonstrates in-depth knowledge of the budgeting and accounting process.
    • Possesses and demonstrates in-depth knowledge of financial forecasting.

    • Possesses and demonstrates the ability to work with large amounts of data, interpret financial records, detect errors, and prepare financial reports.

    Authority:
    The Director of Business Services will have the authority to perform all functions listed below in accordance with established policies and procedures.

    Functions/Duties/Responsibilities:

    Essential
    :
    • Supervises and leads all functions of the Business Office.
    • Oversees the development and administration of Business Services procedures to ensure the efficient operation of all functions and responsibilities of each.
    • Directs and is accountable for the application of business, banking, investment, fiscal, and accounting practices in the development, implementation, and continuous oversight of Business Services Department protocols and procedures, including general fund banking, cash management, investment portfolios, 401(a) plan administration, and foundation banking and investment activities.
    • Leads the oversight and coordination of the planning, development, and preparation of CLIU budgets to ensure accuracy, alignment with strategic priorities, and fiscal integrity.
    • Facilitates monthly budget meetings, providing oversight of key CLIU budgets and ensuring the timely preparation and distribution of budget status reports to department Directors.
    • Develops and implements budget procedures for CLIU departments.
    • Directs the preparation and ensures the accuracy, completeness, and timely submission of monthly CLIU #21 Board financial reports and submits board agenda motion requests for financial items.
    • Acts as a liaison, resource, and facilitator for monthly meetings with CLIU constituent school district representatives.
    • Oversees and manages all pass-through funding from the CLIU to constituent school districts and charter schools, including sub-recipient monitoring as required under federal law.
    • Collaborates effectively with CLIU cabinet members and CLIU Leadership Team.
    • Attends CLIU Board meetings and functions.
    • Oversees all CLIU invoicing procedures and accounts receivable tracking.
    • Oversees and administers the bid and procurement process.
    • Oversees and manages the fixed asset inventory of the CLIU.
    • Oversees and manages the insurance coverage for the CLIU.
    • Oversees and manages all internal and external audits of the CLIU.
    • Oversees the preparation and submission of financial reports and/or documents required by the PDE and/or other federal, state, or local agencies.
    • Develops and oversees procedures governing the Contract/Lease process, ensuring Department Leaders adhere to established contractual terms to mitigate risk to the CLIU.
    • Oversees and manages the daily cash position, investments, and financing of CLIU funds.
    • Oversees and executes the requirements of Board Policies relating to business practices.
    • Executes and analyzes Special Programs and Services Billing and serves on the IU Billing Team, providing oversight to the billing system.
    • Prepares and oversees federal and state funding and executes requirements for the IU for internal and externals funds.
    • Serves as the Treasurer for the CLIU Foundation.

    Secondary
    :
    • Serves as backup to the Secretary to the CLIU Board of Directors.
    • Assists in labor negotiations.
