Definition and Distinguishing Characteristics

DEFINITION

Under general direction, to have responsibility for the administration and supervision of the Environmental Health Division in the County Land Use Agency; to assign, coordinate, and schedule environmental health investigations and inspections; to be responsible for the enforcement of Environmental Health laws, rules, and regulations; to perform a variety of the more difficult, complex, and specialized Environmental Health investigation and enforcement assignments; to represent the County Environmental Health Division with groups and organizations; to perform technical reviews of Environmental Health permit applications; to explain ordinances, resolutions, regulations and County policies to the public; and to do related work as required.

DISTINGUISHING CHARACTERISTICS

This is a single-position class for the position which oversees and directs the functions and activities of the Environmental Health Division in the County Land Use Agency. Responsibilities include directing, coordinating, and supervising the work of Division staff, preparing and administering the budget, and performing a broad range of complex professional Environmental Health work.

CLASSIFICATIONS SUPERVISED

Environmental Health Specialist I, II and III; Environmental Health Technician I and II; Administrative Secretary; Fiscal & Technical Services Assistant I, II and III; and Office Assistant I, II and III.

Examples of Duties

The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all the duties listed.

  • Plans, organizes, directs, and coordinates the functions of the Environmental Health Division of the County Land Use Agency.
  • Assigns and oversees the completion of projects.
  • Supervises, hires, trains, and evaluates Division staff.
  • Prepares and administers the Division budget.
  • Disseminates information to the public and other agencies.
  • Reviews and/or prepares a variety of staff reports for the Board of Supervisors and other agencies.
  • Drafts ordinances and resolutions for adoption.
  • Researches, reviews, and analyzes information and data for the development of inspection programs and development of enforcement policies.
  • Provides technical advice and guidance to the Technical Advisory Committee, Board of Supervisors, and Planning Commission.
  • Develops resolutions and amendments for County Environmental Health codes and regulations.
  • Reviews and comments on proposed State Environmental Health regulations.
  • Coordinates Division functions and enforcement activities with other County Departments.
  • Serves as expert witness in Court actions.
  • Keeps current on changes in Environmental Health laws and regulations.
  • Performs a wide variety of the more complex Environmental Health investigations, inspections, and enforcement work.
  • Represents the Environmental Health Division with a variety of special committees and agencies.
  • Answers public inquiries Environmental Health issues and permit procedures.
  • Represents the Land Use Agency Director as delegated.

Essential Qualifications

Knowledge of:

  • Policies and procedures of the Environmental Health Division of the Land Use Agency.
  • Laws, rules, regulations, requirements, and procedures governing environmental health, sanitation, and hazardous wastes.
  • Chemical, biological, physical, and environmental sciences.
  • Principles and practices of environmental health and hazardous waste inspection, review, compliance, and consultation.
  • Sampling techniques and standards.
  • Functions and operations of State and Federal agencies involved with environmental health.
  • Computerized Environmental Health database and information systems.
  • Environmental impacts of changes in land use.
  • Budget development and control.
  • Principles of project planning, coordination, and direction.
  • Principles of public administration and staff supervision, training, and evaluation.

Ability to:

  • Plan, organize, direct, and coordinate the functions of the Environmental Health Division of the County Land Use Agency.
  • Provide supervision, training, and evaluations for assigned staff.
  • Develop and administer a Division budget.
  • Perform a variety of the most complex Environmental Health investigations, inspections, and enforcement work.
  • Perform special assignments representing the Environmental Health Division with a variety of organizations and groups.
  • Collect, compile, and analyze technical, statistical, and other information related to Environmental Health planning, investigation, and enforcement.
  • Prepare comprehensive and concise reports.
  • Read and understand laws, ordinances, and other documents related to Environmental Health investigations and enforcement.
  • Operate a personal computer and use appropriate software in the performance of professional Environmental Health work.
  • Effectively represent the Environmental Health Division and the Land Use Agency in answering questions, responding to inquiries, providing assistance, and dealing with concerns from the public, community organizations, other County staff, and other agencies.
  • Establish and maintain cooperative working relationships.

TYPICAL PHYSICAL REQUIREMENTS

Sit for extended periods; frequently stand and walk; crawl through various areas on hands and knees; stand, walk, or crouch on narrow and slippery surfaces; climb ladders, stairs, and scaffolding; normal manual dexterity and eye-hand coordination; lift and move object weighing up to 75 pounds; corrected hearing and vision to normal range; verbal communication; use of office equipment including computers, telephones, calculators, copiers, and FAX.

TYPICAL WORKING CONDITIONS

Work is usually performed in an office environment; some work is performed in varying temperature and humidity; exposure to high levels of noise; some exposure to dust; continuous contact with staff and the public.

Training and Experience

Any combination of training which would likely provide the required knowledge and experience is qualifying. A typical way to obtain the required knowledge and abilities would be:

Education

Graduation from a four (4) year college or university with a major in biology, chemistry, physics, environmental science, or a closely related field.

Experience

Five (5) years of responsible experience in Environmental Health investigation, inspection, and enforcement work, preferably including at least one (1) year in a lead or supervisory capacity.

SPECIAL REQUIREMENTS

  • Possession of a valid California Driver's License issued by the California Department of Motor Vehicles.
  • Possession of valid Environmental Health registration issued by the State Department of Health Services.
