Overview
We are seeking a dynamic and strategic Director of Finance to lead our financial operations.
Manage, supervise and coordinate the programs, services and activities of the Finance Department including but not limited to; financial reporting, coordination of audits and internal controls, automation of accounting related systems, budget preparation, debt and investment administration, fixed assets and property control; and provides responsible professional level assistance to the City Manager and the City Council.
This job classification is an exempt department head level manager responsible for overseeing and participating in the development of the City’s financial systems, providing financial information and analysis to assist management in policy decision making and performing centralized financial administrative activities.
Duties
- Direct all finance operations including accounting, budgeting, treasury management, investments, purchasing, receivables, payroll oversight, grants administration, and financial reporting.
- Develop and report on the annual operating and capital budgets.
- Prepare long-range financial forecasts and capital improvement plans.
- Coordinate and oversee external audits and preparation of financial statements
- Attend and present financial reports and necessary items to City Council and various boards and commissions.
- Monitor policy adherence including reserve policy and procurement policy.
- Maintain strong internal controls and oversee fraud prevention initiatives.
- Manage insurance renewals and assist with municipal risk management activities.
- Participate in executive-level decision making, policy development, and strategic planning.
- Support department directors with operational analysis, budgeting, procurement, and project implementation.
- Coordinate with internal staff and third-party vendors regarding IT operations, cybersecurity considerations, and system implementations.
- Prepare monthly, quarterly, and annual financial reports for City leadership and elected officials.
- Coordinate preparation and submission of required financial filings and reports including debt disclosures and TIF filings.
- Serve as facility manager for City Center including HVAC, elevator, and AV system maintenance and liaison between shared custodial staff for daily activities.
Qualifications
- Requires Bachelor’s degree in Accounting, Finance, Public Administration, or closely related field.
- Minimum of five (5) to seven (7) years of progressively responsible finance or accounting experience.
- Strongly prefer CPA or CPFO designation.
- Requires strong knowledge of governmental accounting standards, municipal budgeting, auditing, debt financing, and public sector procurement.
- Outstanding ability to present financial information to elected officials and the public.
- Strong analytical, organizational, and communication skills.
- Prefer experience with Oracle Netsuite.

Pay: $119,275.00 - $138,198.00 per year

Experience:
- Governmental accounting: 5 years (Required)
License/Certification:
- Bachelors in Accounting, Finance or closely related field. (Required)
