Texas Association for Home Care & Hospice (TAHC&H)

Remote (Austin area): Must be available for frequent Austin-based meetings and legislative activities.
Position Purpose
The Director of Government Relations serves as the chief legislative and policy strategist for the Texas Association for Home Care & Hospice (TAHC&H). This role leads the association’s advocacy before the Texas Legislature, state and federal agencies, and the U.S. Congress to advance policies that support access to quality home care and hospice services across Texas.
The Director oversees the execution of TAHC&H’s state and federal legislative agenda, supervises a growing team of Government Affairs professionals, and ensures that all advocacy efforts are member-driven, strategic, and aligned with the association’s mission.
Key Responsibilities
Legislative & Policy Leadership
- Serve as TAHC&H’s registered lobbyist in the State of Texas.
- Lead development and implementation of the state and federal legislative agendas, in collaboration with the Executive Director, COO, relevant policy committees, and contracted lobbyists.
- Draft and deliver testimony and public comments before the Texas Legislature, HHSC, and regulatory agencies.
- Monitor, analyze, and communicate legislation, rulemaking, and agency activities affecting home care and hospice providers.
- Represent the association in coalitions, advisory councils, and stakeholder workgroups to advance member priorities.
Team Leadership & Supervision
- Supervise and mentor a Government Affairs team consisting of:
- Up to three Advocacy Associates (Sector Leads)
- Pediatric Medicaid Associate: Focuses on Private Duty Nursing and Pediatric Therapy; tracks HHSC and MCO developments.
- Medicaid Community Care Associate: Leads engagement on Community Care and attendant service policy with HHSC and MCOs.
- Guide Associates in developing sector-specific advocacy strategies, district outreach, monitoring regulatory and policy developments and timely member communications.
- Ensure team alignment with TAHC&H’s overall legislative and regulatory priorities.
Grassroots Advocacy & PAC Management
- Oversee the TAHC&H grassroots advocacy program and related advocacy training resources.
- Direct the Political Action Committee (PAC), oversee strategy, support fundraisers, and ensure compliance with all Ethics Commission requirements and timely reporting.
- Coordinate district meetings, legislative alerts, and fundraising events that connect members directly with policymakers.
Member & Stakeholder Engagement
- Communicate legislative updates and advocacy outcomes through articles, webinars, and presentations.
- Support member participation in advocacy through timely action alerts, talking points, and one-pagers.
- Strengthen relationships with policymakers, managed care organizations (MCOs), state agencies, and coalition partners.
Cross Departmental Collaboration
- Work closely with the Regulatory Affairs and Marketing to ensure unified policy messaging and advocacy campaigns.
- Collaborate with the Membership and Education teams to enhance member engagement through advocacy-related programming and events.
Qualifications
Education:
- Bachelor’s degree in public policy, political science, health administration, or a related healthcare field required.
- Master’s degree preferred.
Experience:
- Minimum 5 years of experience in government affairs, public policy, or legislative advocacy.
- Experience with the Texas Legislature, HHSC, or similar health and human services agencies preferred.
- Proven experience managing advocacy initiatives and supervising professional staff.

- Support sector leads in developing expertise, materials, and advocacy outcomes that demonstrate member value.

- Reports to: Executive Director and Chief Operations Officer
- Supervises: Up to three Advocacy Associates
- Works closely with: Director of Regulatory Affairs, Digital Marketing Manager, All Policy Committees, PAC Council, and member volunteers.
