Position Summary:

The Town of Penfield is seeking an experienced municipal human resource professional to serve as its next Director of Human Resources. Working closely with the Town Supervisor and the Town Board members, the Director is primarily responsible for all facets of the Town’s personnel management. The Director works in accordance with the Town’s personnel policies, state and federal laws, and civil service procedures and guidelines to ensure compliance and equity in employment matters. The Director interfaces with all Town departments to ensure compliance and consistency across all employment and personnel transactions.

Purpose:

Employees, potential employees and retirees expect fair and equitable treatment in all employment matters. This position will ensure that all personnel issues are handled within the scope of laws and regulations while also treating all with respect and dignity.

Essential Responsibilities:

· Develops and implements all Town personnel policies and procedures

· Conducts recruitment efforts including postings, interviewing and staff selection

· Supervises department staff

· Develops and monitors the department’s annual operating budget

· Provides regular reports to the Town Supervisor and Town Board

· Serves as contact for Human Resource related vendors and brokers

· Oversees bi-weekly payroll processing

· Oversees Town employee/retiree benefits administration including: medical, dental, vision, retirement, workers’ compensation, deferred compensation and disability

· Leads Town negotiating team during union contract discussions

· Maintains an open-door policy for all employees and retirees

Education and Experience:

· Bachelor’s or Master’s Degree in Human Resource Management (preferred)

· Minimum of 5 years in governmental personnel administration

· Minimum of 2 years of supervisory experience

Skills and Abilities:

· Extensive knowledge of personnel management practices and principles

· Thorough knowledge of civil service rules and regulations

· Team player and strategic thinker who enjoys taking initiative

· Proactive, reliable, responsible and accurate with an attention to detail

Pay: $93,989.00 - $109,026.00 per year
