ESSENTIAL DUTIES AND RESPONSIBILITIES

- Recommends and develops City-wide policies, regulations and practices related to Human Resources and Risk Management.
- Reviews and approves personnel status change forms from all City departments.
- Reviews staff classifications action recommendations to ensure compliance with existing compensation system.
- Writes directives advising department directors of City policy regarding equal employment opportunities, compensation, and employee benefits.
- Directs employees engaged in contract administration, recruitment and examinations, position classification and compensation administration, employee relations and benefits, employee performance ratings, employee development, employee counseling, service awards and Human Resource records maintenance, and related activities.
- Confers with City management staff and meets with other City employees and the general public on a wide range of Human Resources, Civil Service and Risk Management issues.
- Supervises the preparation of monthly and annual reports and budget estimates.
- Oversees the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the City.
- Reviews selection and promotion methods to ensure compliance with appropriate legal constraints and professional standards; recommends new selection and promotion methods to the City Manager/Assistant City Manager.
- Reviews City employment practices to ensure compliance with Equal Employment Opportunity laws and regulations, and Civil Service Statues, Rules and Regulations.
- Provides professional and technical advice to the City Management regarding specific human resources, civil service and risk management functions.
- Makes special studies and prepares reports at the request of the City Manager.
- Testifies in court cases involving City personnel actions, policies, and procedures.
- Integrates risk management into overall department strategy.
- Ensures ongoing operational risk management control, evaluation, communication, training, monitoring and documentation.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
- Interprets policies and applicable regulations and apply them accordingly.
- Manages difficult duties such as harassment investigations, complaints, grievances, and oversight of disciplinary actions to include termination of employment. Act as a mediator.
- Directs and supervises work activities of subordinates as well as develops them professionally.
- Reviews and recommends changes to job descriptions.
- Performs other duties as assigned.
- Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.

- This position requires the use of personal or City vehicles for City business. Individuals must be physically capable of operating vehicles safely, possess a valid driver's license and have an acceptable driving record.
- Some positions will require the performance of other essential and marginal functions depending upon assignment.
SUPERVISION RECEIVED & EXERCISED
- General direction is received from the City Manager.
Exercises supervision over professional, paraprofessional and clerical staff.
QUALIFICATION GUIDELINES
Knowledge of:
- Principles and practices of Human Resources administration, Risk management, municipal budget and finance, public administration, governmental organization, and labor relations.
- Principles and practices of job evaluation systems, compensation and benefit administration.
- Selection tools used to measure and evaluate applicants.
- Principles of training program development, curricula design, group dynamics, and organizational analysis.
- Merit system principles and their application to the administration of position control, employee recruitment and selection, and position classification and pay plans.
- Statistical concepts and research methods used in Human Resources administration.
- Federal, state, and local statutory and case law and regulations applicable to Human Resources Management.
Collective Bargaining and Civil Service Statues

- Human Resources Professional Certification (SHRM, HRCI or PSHRA), preferred.
Valid Texas Driver’s License.
PHYSICAL REQUIREMENTS
The employee is regularly required to sit and use hands and fingers. The employee is occasionally required to lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision and ability to adjust focus.
WORKING CONDITIONS
The employee is occasionally exposed to moving vehicle traffic. The noise level in the work environment is usually moderate.
