Position Description:

Supports the Naval Technologies Division Vice President and provides leadership to advance the company’s mission and objectives by establishing goals, strategies, and plans for the division, and ensuring efficient and effective execution for multi-organization research and development and technology transfer programs conducted for government and industry clients. Serve as business manager for large, complex programs or multiple programs. Develops new business opportunities with both existing and prospective clients and partners. Responsible for meeting or exceeding client expectations while driving growth through expanding relationships, securing new partners, and generating additional business opportunities.

**This position offers a hybrid schedule (in-office & remote/work from home) or an onsite schedule and flexible hours. Candidates will need to reside near Summerville, SC to ensure work site flexibility.**

Essential Functions
  • Provides support and assistance to the Vice President in the daily management and oversight of the division to ensure that contract statements of work and deliverables are performed as contracted, comply with appropriate regulations, and employ company guidelines / processes for program management.
  • In depth understanding of ATI’s vision, strategic priorities, people, capabilities, core business, and industry needs.
  • Assists with the development and implementation of the divisions’ annual goals and budget. Analyzes the division’s spend rates vs Division Annual Operating Plan for current fiscal year. Tracks/corrects variances within contract/funding latitude.
  • With only occasional guidance needed from the Division Lead, plans, executes and monitors processes in support of one or several ATI-managed Navy Technology Development programs.
  • Engages with US Navy Leadership and shipbuilding leaders to understand technology development requirements and planned technology development paths.
  • Works closely with Division Vice President and provides guidance to Navy Consultants on business development activities (includes pursuit ID, qualification, capture plans and proposal development) to close division deals on favorable terms.
  • Interfaces and provides oversight and guidance to other division supervisors and is present and involved.
  • Assists with the planning, development, directing, coordination and the implementation of initiatives and priorities across the division.
  • Contributes in achieving performance goals and objectives that satisfy the division’s priorities and requirements.
  • Works with the Program Management Office (PMO) to develop and implement sustainable processes that ensure the timelines and requirements are achieved.
  • Responsible for the development and supervision of supervisors and team members.
  • Ensures that the Navy clients’ needs – actual and perceived – are thoroughly understood such that the internal team can deliver extraordinary to the client.
  • Sustains a high degree of trust by building strong business relationships and providing transparency and clarity of ATI value for clients, partners and internal staff.
  • Employs the company quality strategy and processes to manage the quality and value delivered to the divisions’ clients to exceed their expectations without undue risk.
  • Manages risk. Anticipates risk scenarios and develops contingency plans that accommodate ambiguity, heighten alertness to precursors, and ensure proactive efforts to avoid, mitigate, and/or recover.
  • Builds and leads a high performance team of engaged employees. Aligns staff assignments, stretch goals, and objectives with company and division strategy. Holds staff accountable for high performance and acts decisively to resolve performance issues.
  • Manages ATI’s talent resource as a company asset. Grows, develops and assures high return on assets.
  • Keeps the Vice President appropriately informed on division business and other matters

Additional Responsibilities

Supports and participates in the evaluation of new business and market opportunities.
Other duties as assigned.
Qualifications

PH.D and 2 years of experience or a Master’s Degree and 6 years of experience or a Bachelor’s Degree and 8 years of relevant experience.

Must have a minimum of 3 years of supervisory experience. P&L management experience required.

In depth knowledge of the US Navy and shipbuilding technology development ecosystem is required.

In-depth knowledge of corporate governance, finance, DOW/Navy, OTAs, FAR/DFAR, and performance management principles is preferred.

Extensive experience in developing, planning and implementing successful strategies. Experienced as a well-organized and self-directed individual who is a total team player.

Ability to make effective presentations on complex topics.

Sound decision-making and problem-solving required.

Strong communication, interpersonal and leadership skills required. Must be able to read, analyze, and interpret complex documents.

Must be able to travel as required.

This position will need the ability to access US only data systems – US Citizenship is required and/or must be able to obtain and maintain a DOW security clearance (for certain projects/programs).

Expected salary range for this position is based on experience and skills: $168,000 - 175,000
