The Role:
The Director of People and Culture is a strategic leader responsible for overseeing all aspects of the
organization's human resources functions, with a strong focus on talent acquisition. This individual will design
and implement HR strategies, foster a positive workplace culture, and lead recruitment efforts to attract and
retain top talent. The ideal candidate is both a strategic thinker and a hands-on executor, experienced in
building scalable HR systems, cultivating employee engagement, and ensuring compliance with employment
laws and best practices.
Responsibilities:
Human Resources Leadership
- Develop and execute HR strategies aligned with the overall business plan and strategic direction of the
organization.
- Oversee employee relations, performance management, compensation and benefits, training and
development, and HR compliance.
- Lead and mentor the HR team to ensure effective delivery of HR services.
- Implement initiatives that promote diversity, equity, and inclusion (DEI) across the organization.
- Ensure compliance with local, state, and federal labor laws and HR best practices.
Recruitment & Talent Acquisition:
- Design and execute recruitment strategies to attract top talent across all departments, with a special
focus on Foster Parent recruitment.
- Build and maintain a robust talent pipeline, including proactive outreach, networking, and employer
branding initiatives.
- Optimize recruitment processes, systems, and tools to ensure efficiency and a positive candidate
experience.
- Lead workforce planning efforts in partnership with department heads.
- Directly supervise the Recruitment team
- Work collaboratively with the Licensing team in regards to Foster Parents, recruitment and onboarding.
- Monitor and report on recruitment metrics and KPIs.
Learning & Insights:
- Directly supervise the Learning & Insights team, who are responsible for developing and implementing
the company-wide training program (compliance and professional development) as well as data
analytics.
- Work collaboratively with the Licensing team and other departments in regards to Foster Parents
training program and all staff training needs.
Organizational Development & Culture:
- Champion company culture that is DEIA and values-driven through employee engagement initiatives.
- Develop and implement strategies to improve employee retention and satisfaction.
- Lead change management efforts related to organizational growth and transformation.
- Serve as a trusted advisor to leadership on organizational structure and workforce planning.
Requirements:
Qualifications:
- Bachelor‘s degree in Human Resources, Communications, Non-profit management or related field
- Knowledge of federal, state, and local employment laws
- Benefits management and insurance expertise
- Employee relations experience
- Team management experience
- Successful track record of implementing recruitment/marketing plans
- Familiarity with HRIS such as Paylocity, ADP, or other
- Payroll experience considered a plus
- Ability to read, write and speak English proficiently, ability to read, write and speak Spanish is helpful
- Must possess strong analytical and deductive reasoning skills, and be able to analyze and synthesize
information for problem solving
- Excellent written and oral communication skills are required
- Sensitivity to the cultural and socioeconomic characteristics of clients and staff.
- Sensitivity to confidential matters required; the ability to exercise discretion with sensitive material
required.
- Strong organizational, administrative, and time-management skills.
- Ability to work in a courteous and professional manner with DCFS, courts, clients, colleagues, and
other social service systems.
- Proficiency in Microsoft Office, including Word, Excel, Outlook, Access, PowerPoint, & Teams
- Must be highly organized, detail-oriented, and drive for results
- Ability to pass DCFS Background Check
- Ability to work both independently and as a member of a team
- Ability to work in an alcohol, tobacco, drug, and firearm free environment
