The Presidio Trust is seeking a Director of Procurement. The Presidio Trust is an innovative federal agency that stewards and shares the history, beauty, and wonder of the Presidio for everyone to enjoy forever. Reporting to the Chief Operating Officer, the Director of Procurement serves as the agency’s top procurement officer, providing strategic leadership, policy guidance, and enterprise-level oversight for all procurement, contracting, and supply chain management activities. This role establishes and drives the agency’s procurement vision and strategy ensuring alignment with capital programs, operational priorities, sustainability goals, and enterprise risk management.

The Director leads complex, high-value acquisitions and ensures results in cost, schedule, performance, and regulatory compliance. This position also advances procurement modernization by implementing integrated systems, streamlining workflows, and strengthening internal controls to enhance efficiency, transparency, and accountability.

The Director oversees operational support functions—including warehouse, fleet, and excess property management—ensuring effective resource use and compliance, and manages a high-performing team that supports collaboration, development, and continuous improvement.

The role advises senior leadership on procurement strategy, represents the agency in major interagency negotiations, cooperative partnerships, and contract disputes, and ensures procurement decisions are mission-focused, risk-informed, and outcome-driven.

This is a full-time position with benefits, and a 2026 starting pay range of $196,146 to $220,709 for roles based in the San Francisco Bay Area. The starting base salary is determined on the experience and qualifications of the candidate. Applications received by December 16, 2025 will receive first consideration.

Responsibilities

Strategic Leadership & Policy Development

  • Lead the development and execution of the Procurement Department’s strategic plan, setting measurable goals for cost savings, schedule performance, and compliance; define and track key performance indicators (KPIs) to demonstrate results.
  • Set the vision and direction for agency-wide procurement and contracting operations, ensuring alignment with capital programs, enterprise risk management, sustainability objectives, and operational priorities.
  • Develop, issue, and maintain procurement policies, procedures, and internal controls to ensure compliance with applicable statutes and agency policy, while promoting innovation, flexibility, and sound stewardship of resources.
  • Advise leadership on procurement and acquisition strategies for major capital projects and enterprise initiatives, ensuring alignment with mission priorities, risk tolerance, and long-term goals.
  • Represent the agency externally with contractors, partners, and oversight bodies, promoting best practices, transparency, and strengthening relationships.

Procurement Authority & Oversight

  • Serve as the agency’s senior contracting authority with unlimited signatory power, representing the agency in interagency agreements, cooperative partnerships, and high-value negotiations and contract disputes.
  • Oversee the full acquisition lifecycle—planning, solicitation, negotiation, award, administration, and closeout—ensuring complex high-value contracts meet strategic objectives and deliver best value.
  • Lead vendor engagement, market research, and outreach efforts to promote fair competition, expand supplier diversity, and encourage mission-driven innovation.
  • Ensure readiness for audits, evaluations, and compliance reviews by proactively identifying and addressing gaps, implementing corrective actions, and maintaining a culture of continuous improvement.
  • Manage warehouse, fleet, and excess property management functions to ensure compliance, proper stewardship of resources, and alignment with operational and strategic priorities.

Process & System Improvements

  • Drive modernization of procurement and contracting functions by implementing integrated systems, streamlining workflows, strengthening internal controls, and creating efficient processes that improve transparency, accountability, and performance.
  • Lead process improvements and workforce development initiatives to strengthen agency-wide procurement practices, enhancing collaboration across departments, standardizing tools and templates, and building sustainable systems that support efficient, compliant, and strategic contracting operations.

Team Leadership & Performance Management

  • Manage, mentor, and empower a high-performing procurement team, fostering accountability, collaboration, professional growth, and continuous improvement in acquisition performance.
  • Deliver measurable operational results, including timely and compliant contract awards, effective risk mitigation, cost savings, and strong contractor performance.

Strategic Communications, Stakeholder Engagement, Other

  • Represent the agency externally with contractors, partners, and oversight bodies.
  • Lead vendor engagement, market research, and outreach efforts to promote fair competition and supplier diversity.
  • Other duties as assigned.

Supervisory Responsibilities

  • Directly supervises 3 employees and oversees a team of 12. Carries out supervisory responsibilities in accordance with the organization’s policies, directives and applicable laws. Responsibilities include interviewing, hiring, and training and mentoring employees; planning, assigning, and directing work; appraising performance; fostering continuous improvement and staff development; authorizing time off; coaching and disciplining employees; and addressing complaints and resolving problems.

Required Qualifications

  • Bachelor’s degree in business, public administration, finance, or a related field.
  • 12 years of experience leading procurement and contracting functions, including team leadership, policy development, and enterprise-level contract management.
  • Experience managing complex, high-value contracts, including architectural/engineering, construction, professional services, and enterprise software/technology procurements.
  • Solid understanding of federal acquisition regulations and laws, including the Davis-Bacon, Service Contract, and Prompt Payment Acts.
  • Proven ability to set strategy, lead a department, and align procurement activities with organizational goals, capital programs, and enterprise risk.
  • Experience leading modernization initiatives, implementing integrated systems, and improving processes for efficiency, transparency, and compliance.
  • Strong analytical, negotiation, and problem-solving skills; able to assess complex procurement scenarios and advise senior leadership.
  • Proficiency with procurement, financial, and enterprise systems (e.g., Oracle), as well as standard office software for reporting and analysis.
  • Exceptional communication and relationship-building skills, including experience influencing executives, interagency partners, vendors, and external stakeholders.
  • Demonstrated success in building and leading high-performing teams, fostering professional growth, accountability, and operational excellence.
  • Sound judgment and enterprise-level decision-making skills, with the ability to prioritize, allocate resources, and deliver measurable results.

Desired Qualifications:

  • Master’s degree in public administration, business, law, or related field.
  • Experience in both government and private sector procurement, including with interagency and cooperative agreements.
  • Track record of innovation in procurement practices, supplier diversity programs, and enterprise-wide acquisition modernization.

Background Check

This position is subject to an employment background check which shall consist of a review of applicable county, state and Federal criminal and civil records, state bankruptcy indexes, driver’s license, education, and employment history. An individual’s granting of a background check and resulting report is voluntary. However, employment is contingent upon the successful completion of an employment background check.
