What you will do:
We are looking for a DIRECTOR OF PROCUREMENT who can help shape our vision and support our mission. Here is what the position will look like.
Program Director Responsibilities:- Provides strategic direction and oversees the management and maintenance of program deliverables striving for operational excellence (productivity, quality, SLAs, customer experience of services provided, etc.). Builds high performing teams with vision, leadership, goals and metrics. Serves as a role model for team members; takes action and inspires team members to embrace and implement culture initiatives. Provides awareness to department leaders and staff of the impact contracts have on program(s) and the enterprise. Encourages collaboration and holds team members accountable for achieving outstanding results. Develops and manages the annual contract/program budget.
- Works closely with Directors across the organization to make tactical and operational decisions that advance company strategies and goals and collaborates to deliver on company-wide deliverables/requirements.
- Leads multidisciplinary work teams on contract/program related projects and continuous improvement initiatives. May provide direct/indirect supervision of staff.
- Develops and implements contract/program policies and procedures to ensure compliance with federal, state, local and company policies, rules and regulations.
Job Specific Responsibilities:- Establish department infrastructure and operating systems that optimize the procurement processes, providing operational efficiencies and cost savings.
- Develop and implement a communication plan collaborating with leadership regarding the benefits and most effective utilization of the Procurement department and processes as a value add for COA.
- Partner with IT Vendor Management to ensure all COA business and technology interests are aligned and vendor assessments are thorough and consistent with agreed upon evaluation criteria.
- Develop and execute a corporate procurement strategy that ensures alignment with overall business objectives and maximization of ROI.
- Engage with LOB’s and IT as appropriate, to gather contract requirements, drafts and distributes RFI/RFP documents, facilitates contract execution and collaborates with the legal department to manage the contract lifecycle.
- Provide vendor and supplier sourcing guidance and continually refines the procurement program by developing new tools and methodologies that address current and future business needs and deliver optimal results.
- In collaboration with the business owner, prepare scope documents, communication plans, and contract awards.
- Actively partners with the Legal team, IT and LOBs to develop and execute negotiation strategies that include optimal targets for pricing, service, and quality.
- Partners with EPMO and IT to streamline processes, establish contracting requirements, increase vendor accountability, reduce vendor prices and costs.
- Reviews existing vendor contracts/solutions before selection and/or renewal, and identifies best supply sources based on budgets and business needs.
- In collaboration with the business owner and the Legal team, assists negotiation/re-negotiation of new and existing contracts, agreements or statements of work, including RFI’s and RFP’s.
- Implements and measures cost savings, reduction and avoidance programs and strategies. Continually refines these programs to deliver optimal results for the company.
- Responsible for vendor/supplier management. Collaborating with the business owner, proactively reviews supplier performance and adherence to contractual terms. Leads business reviews and delivers resolution on difficult issues through supporting effective negotiation tactics.
- Creates, improves, enforces and facilitates the development and implementation of procurement policies and procedures.
- Institutes policies and procedures for collecting and reporting key metrics to reduce overall expenses and maximize ROI.
- Performs cost analysis, sets appropriate benchmarks, controls spend and builds a culture of long-term savings on procurement costs.
- Coordinates communication with internal and external parties regarding contract development and execution. Compiles all information needed for the Legal Department to fulfill contract requests, and/or facilitates communication between internal and external parties and the Legal Department in order to fulfill contract requests
- In collaboration with the Legal Department Administrator, develops, organizes and/or maintains electronic databases and legal files for vendor contracts that are developed by the legal department.
- In collaboration with the Legal Department Administrator, creates and manages the flow of tracking reports for active company vendor contracts, manages the renewal/termination process of active vendor contracts through interaction with company personnel and external parties, and ensures the timeliness and accuracy of contract renewals/terminations.
- Maintains a working knowledge of Federal, state and local laws, rules and regulations that govern Member protected health information, and the lines of business of all entities that Access Management Services supports.
- Collaborates with the Compliance Department/Privacy Official regarding HIPAA compliant Business Associate Agreements that are required under a specific vendor contract.
What you will bring:Education: Bachelor’s degree in business administration, economics, logistics, supply chain management or purchasing or related field. Equivalent combination of experience and/or education may substitute with a preference for five years progressive relevant work experience.
Experience: Minimum of five years’ procurement and contract management experience, preferably in IT. Experience negotiating and purchasing software licenses and related agreements required. Healthcare industry experience preferred.
Knowledge, Skills, and Abilities: Demonstrates support for the company’s mission, vision and values. Strong project management, negotiation and problem-solving skills. Excellent written and verbal communication skills. Must have strong partnership and relationship building skills with ability to work effectively with multiple levels of management and staff, facilitate discussions, meetings and presentations. Strong working knowledge of budgets and invoice management. Must be detail oriented and highly organized. May be required to manage multiple priorities and projects with tight deadlines. Must be proficient in Microsoft Office applications (Word, Excel, PowerPoint).
Licenses/Certifications: A valid driver's license and proof of current auto insurance will be required for any position requiring driving.

Pay, Perks and Benefits at Colorado Access:
The compensation for this position is $149,800.00 – $182,600.00 annually. Colorado Access has provided a compensation range that represents its good faith estimate of what Colorado Access may pay for the position at the time of posting. Colorado Access may ultimately pay more or less than the posted compensation range. The salary offered to the selected candidate will be determined based on factors such as the qualifications of the selected candidate, departmental budget availability, internal salary equity considerations, and available market information, but not based on a candidate’s sex or any other protected status.

This position will be a hybrid model work environment, a blend of ‘In-Office’ and ‘Remote.’
