Job Overview

This role is conducted within the vision, mission, and strategic plan of the Insurance Authority. The Director of Public Policy Design oversees the development, validation, and implementation of insurance sector public policies. The role includes performing relevant duties to support the implementation of the National Insurance Strategy (NIS). Reporting to the Executive Director of Policymaking, this role ensures rigorous policy alignment with IA's strategic objectives, regulatory standards, and market dynamics. Leading a specialized team, the Director collaborates extensively across IA departments, market stakeholders, and regulatory bodies to deliver well-informed, enforceable policies that enhance regulatory consistency and market stability across Health & Life, Motor & P&C, and broader sector-wide policy domains.


Responsibilities

  • Lead strategic policy direction, ensuring consistency across Health & Life, Motor & P&C, Reinsurance, and cross-sector domains, aligned with IA's strategic objectives, regulatory requirements, and market dynamics.
  • Direct comprehensive market analysis, policy needs identification, and feasibility assessments, leveraging stakeholder feedback, global trends, and best practices to proactively address emerging regulatory needs.
  • Oversee the development, validation, and benchmarking of detailed policy recommendations, ensuring robust alignment with regulatory frameworks and effective coordination across IA departments, including Law, Regulation & Guidance, Prudential Supervision, and Market Conduct.
  • Coordinate and supervise thorough consultations with industry stakeholders, market committees, government entities, and international regulatory bodies, facilitating informed feedback integration into policy projects.
  • Oversee policy validation and implementation processes, managing structured communication with internal departments, external stakeholders, and IA’s Communication Department to ensure effective dissemination and clarity of policy impacts.
  • Systematically track and evaluate enforcement actions, implementation outcomes, and downstream policy effects using KPIs, market surveys, dashboards, and complaint trends to ensure ongoing effectiveness and necessary policy adjustments.
  • Foster proactive collaboration and alignment with IA’s Legal, Prudential Supervision, Sector Development, and Market Conduct functions, including early-stage coordination with the Legal department to proactively ensure enforceability and statutory compliance of proposed policies, and consistent regulatory application
  • Maintain a continuous, proactive monitoring and foresight mechanism of long-term insurance trends, geopolitical factors, regulatory innovations, and best practices to inform strategic policymaking.
  • Represent IA actively in engagements with external stakeholders, including insurance companies, industry associations, governmental bodies, and international regulatory organizations, advocating IA’s policy positions and ensuring strategic alignment.
  • Prepare comprehensive and structured quarterly policy reports and analytical updates for IA executive leadership, clearly summarizing key policy achievements, regulatory developments, market feedback, and strategic improvement recommendations.
  • Provide guidance to Directors and Managers to ensure policy integrity, timely delivery, and alignment with IA’s governance standards
  • Set clear departmental priorities, oversee budgeting, strategic planning, and workforce management, driving a cohesive and high-performing department.



Qualifications and Requirements


Knowledge and Experience

  • 10+ years with Bachelor’s degree, 8+ years with Master’s degree, 6+ years with PhD
  • Position relevant experience
  • 2+ years in leadership roles (preferred)


Education and Certifications

  • Bachelor's degree in Public Policy, Law, Economics, Insurance, Business Administration, or a relevant field
  • Master’s degree preferred
