Description

The Director of Purchasing and Property Control provides strategic leadership and oversight for the university’s procurement, contracting, and property control functions. This position ensures compliance with federal, state, and institutional regulations while promoting efficient, transparent, and cost-effective procurement practices that support the university’s academic, research, and administrative missions.

The Director develops policies, implements best practices, and manages purchasing operations and fixed asset accountability across the University.

Key Responsibilities

Procurement & Contract Management

  • Lead and manage all university purchasing operations, including sourcing, competitive bidding, contract negotiation, and vendor management.
  • Develop and implement procurement policies and procedures in compliance with federal, state, and university regulations.
  • Assist with RFP and bid processes to ensure fairness, transparency, and best value.
  • Review and approve major contracts and purchase agreements.
  • Establish strategic sourcing initiatives and cost-saving strategies.

Property Control & Asset Management

  • Direct the university’s property control and fixed asset program.
  • Ensure accurate tracking, tagging, inventory, and disposal of university assets.
  • Maintain compliance with federal grant property regulations and audit requirements.
  • Oversee annual physical inventory processes and reconciliation procedures.

Compliance & Risk Management

  • Ensure compliance with applicable procurement laws, grant requirements (e.g., Uniform Guidance), and internal policies.
  • Serve as liaison for internal and external audits related to procurement and assets.
  • Develop internal controls to mitigate financial and operational risk.

Leadership & Administration

  • Supervise and mentor purchasing and property control staff.
  • Develop departmental goals aligned with institutional strategic priorities.
  • Collaborate with academic and administrative departments to understand purchasing needs.
  • Provide training and guidance to campus stakeholders on procurement policies and asset management procedures.

Financial Stewardship

  • Monitor purchasing trends and expenditures to identify cost efficiencies.
  • Analyze supplier performance and negotiate favorable pricing and terms.
  • Prepare reports for executive leadership regarding procurement activities and asset accountability.

Qualifications

Required:
  • Bachelor’s degree in Business Administration, Finance, Accounting, Public Administration, or related field.
  • Knowledge of public procurement laws and regulations.
  • Experience with ERP systems and other related software.
  • Strong analytical, negotiation, and contract management skills.
  • Demonstrated ability to manage multiple priorities and meet deadlines.
Desired:
  • Minimum of 5–7 years of progressive experience in purchasing, procurement, or supply chain management, including supervisory experience.
  • Master’s degree in a related field.
  • Professional certification (e.g., CPPB, CPPO, CPSM, or equivalent).
  • Experience in higher education or public sector procurement.
  • Knowledge of federal grant procurement and property regulations.
