NATURE OF THE JOB:
An employee in this classification is responsible for the McDowell County Schools’ Transportation Program/Directorate. Work is planned and directed through the interpretations and application of guidelines. The employee is expected to resolve most problems and to confer with the Assistant Superintendent of Operations, Auxiliary Services and Athletics or appointed designee regarding the performance of all duties, policy interpretation or other issues as needed/required. Work is performed under general supervision. Administrative supervision is exercised over a number of skilled, semi-skilled and unskilled employees.
PHYSICAL ABILITY:
Tasks involve the ability to exert medium physical effort in primarily an office setting or with sedentary work. But duties may involve some lifting, carrying, pushing and/or pulling of objects and materials of light to medium weight (1 pound to 100 pounds etc.). Employee must be able to bend, twist, walk and stoop as well as sit for prolonged periods of time.

The Assistant Superintendent for Operations, Auxiliary Services and Athletics.
PERFORMANCE RESPONSIBILITIES:

Must adhere to all Federal and State Laws as well as State and Local policies

Monitor weather/road conditions each day and keep the Superintendent/Asst. Superintendent informed of any conditions that may impact the safety of students, staff and equipment. This will likely include personally evaluating weather conditions well before the scheduled day of learning (i.e. 3:00 am etc.) and making recommendations to the Superintendent/Asst. Superintendent.

Develops procedures for vehicular inspections, service and repair.

Prioritizes work to be accomplished.

Develops work plans for subordinates.
-
Applies standards for vehicle maintenance and replacement.
-
Develops and inspects transportation routes.
-
Arranges transportation for students with disabilities.
-
Conducts transportations studies relating to school consolidation or for improving existing transportation services.

Investigates and reports all ALL accidents involving yellow and activity buses.
-
Keeps local Highway Commission Officials informed of the undesirable bus route conditions and requests, when needed, assistance with making improvements.

Makes recommendations regarding hazardous road conditions.

Develops and monitors the Departmental Budget.

Establishes and inspects an inventory system of materials, parts and tools.

Directs the preparation and submission of all transportation reports.

Reports on disposal of pollutants and other hazardous materials.

Works with District HR to manage and recommend the hiring, training, certification of fitness, competency, promotion, discipline and termination of bus drivers.

Collaborates with school principals in the recruitment of drivers and the routing of buses.

Ensures employees are provided all necessary training and continuing education.

Supervise the maintenance and care of all school buses, transportation service vehicles, garage buildings and grounds and garage equipment. Permits no officers, agents or employees to have any privately owned vehicle repaired at any garage belonging to the State, County or any institution or agency of the state, or to use any tires, oil, gasoline, diesel or other accessories purchased by the state, or any county, or any institution of agency of the state, in or on any such private vehicle.

Supervise all bus garage activities and all garage personnel. Permits no mechanical work on privately owned equipment at the county school bus garage. Require all mechanics to furnish their own shop hand tools. The school system will furnish only heavy or major shop equipment.

Study carefully all purchases of repair parts, materials and supplies, to make sure that purchases are made on State contracts or by approval of the Purchase and Contract Division and that the best value is received in each instance.

Follows State and McDowell County Schools’ procedure for all purchases, including the use of appropriate forms.

Requires a thorough check of each item purchased to make sure it is of good quality, is received in good condition and as invoiced.

Notifies the Purchase and Contract Division of any unsatisfactory merchandise placed on contract. Insists on adjustments for delivered unsatisfactory merchandise.

Checks all invoices for transportation items paid for with the State or other public funds and, if in proper order, approves them for payment promptly. Keeps informed of transportation budget allotments and expenditures. Makes every effort, without sacrificing safety, to operate within the limit of funds allotted.

Keeps a close watch on stock inventories. Stocks only such items and in amounts that can be used currently to prevent losses due to items becoming obsolete.

Uses available information provided by the perpetual inventory system to keep purchases in line with actual needs.

Secure from the Division of Transportation a certificate of warranty for each new bus or service vehicle. Uses the certificate made claim promptly in the event of any failure covered by the warranty.

The Transportation Director is directly responsible for an efficient program of school bus transportation service vehicle maintenance and should keep each active school bus safe and ready for operation at all times with the lowest cost possible consistent with safe transportation. This includes, but is not limited to, the following buses and vehicles: yellow school buses, activity buses, vocational education buses, special education buses, and maintenance and central office vehicles.
Each school bus shall be inspected at least once every thirty days during the school year for mechanical defects or other defects which may affect the safe operation of the bus. Once each year the safety equipment of every bus used on the public highway shall be inspected in accordance with regulations of the Department of Motor Vehicles. A report of the inspection of each bus and recommendation of the person making the report shall be filed promptly with the Superintendent. Performs other duties as may be required by the immediate supervisor.
