TERM OF EMPLOYMENT:
12 Months


JOB GOAL:
To support the goals and vision of Johnston County Public Schools and to promote the constant improvement of Transportation Services through the use of new and innovative ideas and technologies to increase efficiency and production without adversely impacting our high commitment to customer service.


QUALIFICATIONS:

  • High school degree or equivalent. Bachelor’s degree or higher education is preferred
  • Five years of successful supervisory experience.
  • Knowledgeable of local, state and federal transportation guidelines.
  • Knowledgeable of federal drug and alcohol testing requirements.
  • Ability to analyze data using spreadsheets, graphs and charts.
  • Ability to utilize excellent oral and written communication skills.
  • Knowledgeable of all areas of school bus transportation.

DUTIES AND RESPONSIBILITIES:

Supervisory

  • Directly responsible for vehicle maintenance management, routing and scheduling, and daily personnel management of staff.
  • Ensures that laws and regulations that pertain to school transportation are observed by appropriate employees.
  • Assist employees with resolving conflicts and concerns.
  • Collaborate with the Assistant Director of Transportation to help conduct bi-weekly Area Coordinator meetings.
  • Observe and complete annual evaluations of transportation staff.
  • Oversee day to day operations of Transportation Services.
  • Collaborate with the Assistant Director of Transportation to investigate complaints and issues dealing with bus drivers.
  • Supervises and has responsibility for keeping complete records of all phases of school transportation.
  • Conduct interviews and recommend candidates for employment.
  • Review and monitor employee leave time.
  • Delegates responsibilities and plans, organizes, and directs the work of transportation personnel.

Planning

  • Develops and administers budget for Transportation Services.
  • Evaluate road conditions in inclement weather and make recommendations about opening and closing of school.
  • Coordinates transportation so it is consistent throughout the county.
  • Collaborates with TIMS Supervisor in order to determine projections for additional school bus needs.
  • Plan and implement strategies to better utilize facilities and equipment.
  • Prepare budget projections and analysis for Operations Officer and Chief of Finance.
  • Develop alternative routing plans based on communications with DOT on road and bridge closings.
  • Plan and evaluate needs for the impending school year.


Records and Reports

  • Investigate school and activity bus accidents and file appropriate reports with the NC Attorney General's office.
  • Compile and project state and local budget requests annually.
  • Communicate with insurance companies concerning accident damage settlements.
  • Review all transportation reports completed by transportation management and office support personnel before it is forwarded to DPI.
  • Compile and maintain approved motor coach list for Johnston County Schools.
  • Assist NC Highway Patrol with collection and processing of school bus stop arm violations.

Customer Service

  • Address parent concerns dealing with school assignments, pickup and drop off times and stop locations, and other transportation issues.
  • Review and evaluate bus stop location and route change requests from parents and drivers.
  • Review and approve extra transportation requests by schools.
  • Participate in local TV and radio discussions dealing with transportation safety.
  • Assist School Administrators in resolving transportation concerns and issues.

Training

  • Coordinate annual school bus driver workshops.
  • Coordinate annual school bus rodeo.
  • Attend the annual NAPT Conference to stay abreast of regulations, trends, and best practices in school bus transportation.
  • Attend DPI (Transportation Services) workshops to stay abreast of changes in transportation and routing policies.
  • Participate in a monthly employee safety meeting conducted by the Equipment Supervisor.

PHYSICAL REQUIREMENTS:

  • Must be able to physically perform the basic life operational functions needed to fulfill required job duties.
  • Must be able to communicate orally and in writing with employees, Central Services staff, and customers.

SPECIAL REQUIREMENTS:

  • Required to work a staggered work schedule as needed.
  • Required to work after hours, weekends and holidays as needed to assist law enforcement with vandalism and accidents on school buses and activity buses.
