<Job Overview>
Responsible for the organization, management, and operations of the financial affairs of the Fife Public School system: accounting, budget preparation, disbursements, investments, stewardship of funds, and related functions. Plans, directs, coordinates and maintains the integrated financial and risk management functions for Fife Public Schools, in accordance with generally accepted accounting principles (GAAP) issued by the Governmental Accounting Standards Board (GASB) and other regulatory and advisory organizations. Analyzes, diagnoses and provides alternative solutions to the district’s fiscal issues and concerns. Provides financial data and periodic reports for the Board of Directors, Superintendent and outside agencies as requested.
<Responsibilities>
Essential Functions
- Advises and informs the Superintendent on all fiscal matters for the purpose of providing feedback.
- Serves as a member of the Cabinet and participates in strategic planning and financial operations activities.
- Develop, recommend, and administer the District budget, including communicating key information to the Superintendent, School Board, and others.
- Plans, directs, develops and maintains integrated fiscal and risk management functions for the District, which supports all financial functions.
- Administers and interprets statutes, regulations and policies related to all fiscal matters.
- Represents the district for financial input related to collective bargaining negotiations.
- Reviews all business-related contracts to ensure district and legal guidelines are followed.
- Establishes and maintains clear financial authoritative levels. Directs and oversees the activities of finance and accounting, procurement, accounts payable and receivable, risk management, budget and financial planning, grant development, payroll, cash and debt management and financial reporting.
- Ensures adequate cash flow to meet the district needs, to include securing debt proceeds and debt management.
- Oversee the preparation and development of a financially feasible 6-year Capital Facilities Plan incorporating corrective measures as needed to address deferred maintenance needs.
- Demonstrated knowledge of advanced accounting theory and practice, cash management, investment strategies, public debt financing, budgeting, fully integrated financial management systems (ERP) and applicable federal and state rules, regulations and policies.
- Provides leadership in the development for the continuous evaluation of short and long-term strategic financial objectives. Works with department leaders to establish long-term and short-term plans, programs and objectives.
- Assists with conducting studies and analysis on future enrollment, staff projections, staff utilization, and budgeting needs for personnel.
- Forecasts revenues and trends for the district, analyzes and reviews budgetary and financial guidelines and authorizes expenditures in accordance with established policies.
- Works with levy and/or bond committees as directed by the Superintendent by providing financial information and materials related to bonds, levies, and long range planning for the district.
- Oversees and coordinates matters pertaining to bond sales and post-bond issuance requirements.
- Ensures that the accounting and procurement operations of the District are in compliance with state, federal and local laws, board policies and generally accepted accounting principles (GAAP). Reviews federal, state and local legislation for impact on the District.
- Coordinates with the staff and external audit team to identify problem areas in financial accountability and to take corrective action.
- Maintains a close working relationship with financial management officials from other agencies and peers, such as the finance office of the Puget Sound Education Service District, Pierce and King County and other public sector entities.
- Builds, maintains and manages a competent team to perform the assigned tasks, to include work allocation, training, and problem resolution, evaluating performance and making recommendations for personnel actions according to the policies and procedures of the District and direction provided by the Superintendent and the Board of Directors.
- Ensures Fife Public Schools has a system of adequate internal controls to safeguard the district and create accurate financial reporting.
- Attends seminars, conferences and serves on external committees and boards as a representative of the District as requested.
- Actively supports the District Strategic Direction.
- Attends all school board meetings and other meetings as required by the Superintendent.
- Knowledge/awareness of own cultural identity and how this influences behavior, and desire to learn about the cultural identity of others.
- Ability to establish and nurture an environment that promotes cultural competence and equitable treatment of staff, students, and patrons of the District.

- Demonstrated ability to develop unified financial management plans and the ability to develop budgets that maximize resources and control expenditures.
- Building complex financial models and forecasting trends and their impact on the District is required. Investment and debt experience is preferred.
- Experience managing employees is required.
- The ability to develop effective working relationships with diverse individuals at all levels is required. Excellent teamwork skills are essential.
- Thorough knowledge of federal, state and local laws, Board policies and regulations related to financial management, reporting and internal controls is required.
- Must have excellent planning and organizational skills and efficiency as a financial leader.
- A strong working knowledge of computer applications to include MS Office software, Google platform, and numerous internal databases and accounting software is required, including advanced knowledge level of spreadsheet software.
- Must be able to coordinate the activities of several areas all having numerous responsibilities and varying deadlines.
- The ability to gather data, compile information, and prepare reports is required.
<Qualifications>
- Bachelor's degree in business administration, finance, accounting, public administration, or a related field; Master’s degree preferred.
EXPERIENCE:
- Five (5) years of experience in business administration and/or equivalent with business functions; K-12 background preferred.
CLEARANCES/CONDITION OF EMPLOYMENT:
- Current fingerprints on file with OSPI with results satisfactory to the district
- Sexual Misconduct Disclosure process completed with results satisfactory to the district
Pay: $169,603.00 - $187,371.00 per year
