Director – Permitting & Stakeholder Management
A leading giga project in Saudi Arabia is seeking a
Director of Permitting and Stakeholder Management
to lead and oversee all regulatory, permitting, and stakeholder coordination activities across large-scale development programs.
Key Responsibilities:

Develop and implement strategies to obtain required permits, licenses, and regulatory approvals in alignment with project timelines.

Lead coordination with design and engineering consultants to ensure submissions, drawings, and designs meet authority requirements.

Oversee the review of design documentation to identify potential permitting risks and streamline approval processes.

Manage relationships with government entities, regulatory authorities, and key external stakeholders to ensure smooth coordination and compliance.

Guide multidisciplinary teams through the design review and approval cycle to facilitate timely endorsements from relevant agencies.

Identify potential risks or delays related to permitting and develop mitigation strategies to maintain project momentum.

Support senior leadership in reporting, governance, and strategic decision-making related to regulatory and stakeholder matters.
Requirements:

Bachelor’s degree in Architecture, Engineering, Urban Planning, or a related field; Master’s preferred.

15+ years of experience in permitting, stakeholder relations, or regulatory affairs within large infrastructure or mixed-use development programs.

Strong background in design management, consultant coordination, and reviewing technical submissions for authority compliance.

Proven track record of managing complex approvals and multi-agency coordination.

Excellent understanding of Saudi regulatory frameworks, permitting processes, and key authority interfaces.

Exceptional communication, negotiation, and leadership skills.
