Responsibilities:
Our newest opportunity is for a Director – Project Resourcing & Performance, this is a leadership role within KEO’s PMCM division in the UAE reporting to the Executive Director PMCM. The position is accountable for ensuring the right people are deployed at the right time and cost across bids and live projects, while also embedding career development frameworks that attract, retain, and grow top talent.

In addition, the role will oversee and support the monitoring of project performance from a commercial standpoint, ensuring resources are utilized effectively, margins are protected, and clients receive value-driven delivery. This role combines hands-on resourcing decisions, commercial insight, and people leadership to enable sustained growth and delivery excellence.

We envisage success in this role to include:

Resourcing & People Development
  • Develop and implement resource strategies aligned with divisional business objectives.
  • Lead resourcing planning and execution across bids and projects, balancing capability, cost, and client needs.
  • Partner with HR to create consistent frameworks for position descriptions, competencies, and behaviours.
  • Establish structured career development pathways and oversee their execution.
  • Champion a culture of collaboration, performance, and progression across the division.
Commercial & Project Performance
  • Input into the development of financial models for bids, ensuring competitiveness and sustainability.
  • Monitor project performance through a commercial lens, including resource utilisation, and productivity, and margin protection.
  • Partner with Project Managers and the Construction Services Director to resolve performance challenges, ensuring corrective actions are implemented.
  • Provide commercial insights into resource deployment decisions to optimise project profitability and client satisfaction.
Bid Input
  • Contribute to winning strategies by aligning people and resourcing plans with commercial targets and client expectations.
  • Provide input on pricing strategies, staffing approaches, and delivery models for proposals.
  • Engage in client-facing discussions where resource strategy and performance are key to securing work.
Leadership & Collaboration
  • Act as a trusted advisor to the Executive Director.
  • Collaborate with project leaders, HR, and commercial teams to ensure resourcing and performance decisions are informed, balanced, and delivery-focused.
  • Build strong relationships across the division to align people strategy with business goals.
Qualifications:
To be successful in this dynamic opportunity, we envision that your career journey to date will include 15 + years work experience in a similar within a similar industry partnered with a Bachelor degree in Civil Engineering (or equivalent), Master's is preferable.
  • Proven experience in largescale Project Management, Planning and Project Delivery within the GCC.
  • Proven experience in delivering largescale Construction projects.
