We are seeking an experienced Director of Transport Strategy to join a confidential government client in Riyadh. This is a senior leadership opportunity for a seasoned professional with a management consulting background and proven expertise in shaping strategic direction for major transport initiatives.

About the Role

As Director, you will lead the strategic planning, analysis, and implementation of initiatives within the Transport Division, ensuring alignment with national priorities, giga-projects, and commercial outcomes. You will manage a team of professionals, partner with corporate strategy leaders, and engage external consultants to deliver high-value, impactful outcomes.

This role sits at the heart of Saudi Arabia’s transformation agenda and is suited to leaders who bring strategic acumen, transport expertise, and people leadership skills.

Key Responsibilities

• Develop and refine the long-term transport strategic roadmap , including portfolio priorities and project sequencing.
• Lead and mentor a team of six strategy professionals, ensuring delivery of high-quality analysis and recommendations.
• Shape and review business cases for transport initiatives (including cost-benefit analyses, economic impact assessments, and sustainable operating models).
• Direct and evaluate the work of external consultants, ensuring alignment with organisational strategy and value-for-money outcomes.
• Monitor industry trends, regulations, and policy shifts to inform decision-making.
• Serve as the primary point of strategic alignment between the Transport Division and corporate strategy.

What We’re Looking For

• Management consulting experience at Associate Director level or higher.
• Significant experience (12+ years overall, with at least 5 years in top-tier consulting) in transport strategy, transactions, or business transformation – minimum 6 months of dedicated experience with transport clients.
• Expertise in the movement of people across any mode (rail, metro, bus, aviation, micromobility, etc.); logistics-only experience will not be considered.
• Proven track record building strategic business cases, financial models, and advisory deliverables for major transport projects.
• Demonstrated leadership capability with experience managing high-performing teams and external advisors.
• Regional experience in the Middle East strongly preferred , with giga-project exposure seen as a strong advantage.
• Advanced degree (MBA, Master’s in Transport, Economics, or related) highly desirable.
