GENERAL SUMMARY:

The Early Childhood Caseworker (Refugee/Immigrant Services) operates within the Migration and Refugee Services Department and is a member of the Youth Programs team. This role is responsible for providing culturally responsive services to refugee and immigrant children (ages 0–5) and their families.


The Early Childhood Caseworker supports school readiness by promoting Pre-Kindergarten and Kindergarten preparedness through direct services, parent engagement strategies, and Parent and Child Together (PACT) programming. Services are delivered through one-on-one interactions with children and families, as well as in group settings.


Caseworker-client interactions focus on identifying barriers to early childhood development and school readiness and developing individualized plans to address those barriers. The Caseworker collaborates closely with the Early Childhood Education Services Coordinator to support referrals, recruitment, enrollment, family education, and resource development.

ESSENTIAL DUTIES AND TASKS:

  • Recruit and enroll eligible participants into Early Childhood programming.
  • Provide direct services, including parent education and PACT time, to enrolled families through both referrals and outreach efforts.
  • Delivering developmentally appropriate Kindergarten readiness education and activities for children and caregivers.
  • Collaborate with the Early Childhood Education Services Coordinator to plan and facilitate family engagement and educational events.
  • Conduct assessments and pre/post evaluations to measure child and family progress and identify ongoing needs.
  • Maintain accurate records of enrollment, service delivery, and client progress to ensure alignment with program goals and outcomes.
  • Assist families with applications and enrollment in early childhood programs, including Head Start, JCPS Pre-K, and local childcare providers.
  • Complete timely and accurate case notes and maintain data in agency client management systems.
  • Utilize agency software and systems to track services and outcomes.
  • Perform other duties as assigned by the Youth Programs Manager.

  • Ability to sit, stand, walk, and sit for extended periods of time
  • Specific vision abilities include close and distant vision.
  • Strong verbal and written communication skills.
  • Ability to work under pressure, manage time and resources effectively, and exercise sound judgment in decision-making.
  • Ability to travel frequently within the community using personal and/or agency transportation (mileage reimbursement provided for use of personal vehicle).
  • Ability to accurately review, interpret, and analyze information.
  • Demonstrated ability to multitask, prioritize responsibilities, and meet established deadlines.

EDUCATION AND EXPERIENCE:

  • Minimum associate’s degree preferred
  • Experience in Education, Social Work, or related field is preferred
  • One year of relevant work experience preferred
  • Fluency in Spanish, Haitian Creole, Kinyarwanda, Swahili, Dari and/or Pashto is preferred
  • Cultural competency and an intimate knowledge of relevant refugee and immigrant communities in Louisville preferred

SPECIALIZED SKILLS AND KNOWLEDGE:

  • Ability to read, write and understand the English language

Work is performed in a variety of settings, including office environments, client homes, and community-based locations.
