Job Title: Education Specialist - Grants Compliance


Retirees of the Texas Teachers Retirement System (TRS) may apply.
Consistent with district policy SD-7.17 “Employment of Retirees,” selected applicants are responsible for reimbursing the district, through payroll deduction, for the current rate of all TRS pension or TRS Care surcharges. As of September 1, 2025, the TRS pension surcharge rate is 16.5% and the TRS Care surcharge is $535/month.

Salary Plan


Primary Purpose:
Assist the Department Director of Instruction and appropriate Department Administrators to research, prepare, develop, implement, monitor and evaluate grants and grant proposals/applications for the district.


Qualifications


Education/Certification/Experience:


Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education in Education, Criminal Justice, Public Administration, Business or a related field.


Five years full-time, wage-earning classroom and/or grant monitoring experience.


Valid Texas teaching certification, Principal/Mid-Management Certification, or valid out of state equivalent certification as above with reciprocity.


Experience with EGRANTS, Perkins, IDEA and Title 1 Part D preferred.


This position requires personal technology that will enable the completion of job duties and responsibilities when working remotely.


Special Knowledge/Skills:


Extensive knowledge of education grants.


Strong communication, public relations, and interpersonal skills within a diverse community.


Broad knowledge and understanding of school improvement specifically related to grants.


Skill to coordinate large scale activities with staff, departments, agencies, organizations, and the public.


Ability to maintain broad knowledge and understanding of adult learning theories.


Knowledge of district organizational structure, policies, procedures, rules and regulations preferred.


Major Responsibilities and Duties:


1. Serve as point of contact for the district for the purpose of locating grants that support the districts mission/goals.


2. Write grant applications and comply with grant formatting, instruction, and materials needed to ensure successful submission.


3. Oversee all correspondence relevant to potential/future and awarded grants.


4. Prioritize tasks and meet all deadlines for preparation and submission of grant related projects, applications and grant related reports.


5. Maintain a working knowledge of all relevant federal and state laws, rules and regulations, priorities, and deadlines pertaining to competitive and discretionary grants.


6. Assist with the evaluation, reporting and monitoring of grant funded programs.


7. Work with department administrators nd chief financial officer to verify grant expenditures, financial reports and to perform grant closeout procedures.


8. Assist with the collection, analysis and reporting of data to examine the effectiveness of grants.


9. Assist in the development of policies and procedures related to grants.


10. Compile, maintain and present reports, records and other documents as assigned.


11. Perform other duties as assigned.

12. Execute duties in a professional, ethical, and responsible manner as defined in 19 TAC Chapter 247, Code of Ethics and Standard Practices for Texas Educators.


13. Maintain confidentiality in handling sensitive information received in the performance of the job duties.


14. Perform duties in a professional manner through daily, punctual attendance at location of work assignment.


15. Follow Windham School District policies and procedures in completing assigned job duties.

Work inside and outside, noise, radiant/electrical energy, work alone, work with others, around machines with moving parts and objects, possible exposure to microwaves in use, exposure to hot and cold temperatures, exposure to dust and cleaning chemicals.
