Position Overview

Eldred Township, a close-knit rural community in the Pocono foothills (population ~2,600), is seeking a dedicated full-time Township Secretary. The Township Secretary provides administrative support to the Board of Supervisors, ensuring legal compliance, and providing excellent service to residents and officials. This position offers stable employment in a small, collaborative team environment with meaningful community impact.

Salary

$43,000 – $45,000 annually (commensurate with experience and qualifications)

Office Hours: Monday–Friday, 8:30AM–5:00PM, plus two evening meetings per month

(Wednesdays, 6:30PM–8:30PM).

Essential Duties and Responsibilities:

General Office & Administrative

  • Maintain regular office hours and serve as the primary point of contact for residents, officials, and visitors (phone, email, walk-ins)
  • Manage township communications: emails, correspondence, public notices, and resident inquiries
  • Prepare Public Notices, Resolutions and Other Required Township Documents
  • Prepare agendas and take minutes for Board of Supervisors and Planning Commission meetings; distribute, post, and permanently archive records
  • Ensure compliance with Pennsylvania’s Sunshine Act (advertise meetings, post notices, prepare meeting rooms)
  • Maintain and organize township records in accordance with the Pennsylvania Municipal Records Manual; handle retention, archiving, and disposition
  • Process Right-to-Know Law requests in a timely and compliant manner
  • Manage office, community center, and public works supplies, including purchasing and inventory

Planning, Zoning & Permitting

  • Prepare agendas and minutes for Planning Commission meetings; maintain subdivision and zoning records
  • Process applications for building, zoning, driveway, septic, and well permits; collect fees, issue permits, and maintain accurate files
  • Record and file approved subdivision and land development plans
  • Receive and respond to zoning complaints; schedule hearings and maintain related records

Zoning Hearing Board Support

  • Receive zoning hearing applications and fees; notify applicants, parties, and the public
  • Advertise hearing notices in accordance with legal requirements
  • Prepare hearing packets, provide required documents to board members, and distribute written decisions

Public Works / Roads Support

  • Maintain insurance records, vehicle titles, and accident reports for township vehicles and equipment
  • Distribute bridge inspection reports and assist with procurement of public works items
  • Assist in bidding process with preparing advertising for bids, receiving and tabulating bids, format received bids for review by the Board

Qualifications & Requirements

  • High school diploma or equivalent required; associate’s or bachelor’s degree in public administration, business, or related field preferred
  • Minimum 2–5 years of administrative or clerical experience; municipal government experience strongly preferred
  • Strong proficiency with Microsoft Office (Word, Excel, Outlook); experience with municipal software or permitting systems is a plus
  • Excellent written and verbal communication skills; high attention to detail and strong organizational abilities
  • Knowledge of Pennsylvania municipal laws (Sunshine Act, Right-to-Know Law, Municipalities Planning Code, Second Class Township Code) preferred, or demonstrated ability to learn quickly
  • Ability to maintain confidentiality and handle sensitive or controversial matters professionally
  • Valid Pennsylvania driver’s license required
  • Notary Public commission or willingness to obtain preferred
  • Willingness to attend workshops and seminars

Physical Requirements

  • Ability to remain in a stationary position at a desk for prolonged periods (up to 120 minutes)
  • Occasional standing (up to 15 minutes), walking, bending, stooping, kneeling, or reaching to access

files or equipment

  • Ability to lift, carry, or move objects weighing 25–50 lbs. occasionally

Pre-Employment Requirements

  • Successful completion of a physical examination and drug/alcohol screening at the Township’s expense
