The Fuels and Transportation Division is seeking a highly skilled and motivated Electric Generation System Program Specialist I (EGSPS I) to support the advancement of zero-emission vehicle (ZEV) infrastructure across California. As part of the Infrastructure Modeling and Assessment Unit within the Zero Emission Vehicles Acceleration Branch, the incumbent will serve as a technical lead for planning, modeling, and analyzing electric vehicle (EV) charging infrastructure.

The EGSPS I will conduct complex energy system modeling, develop data-driven strategies to inform infrastructure investments, and lead interagency collaboration to support statewide ZEV goals. Duties include technical assessments of charging and refueling systems, development of analytical workplans and reports, grant and contract management, and stakeholder engagement. This position plays a critical role in supporting the Clean Transportation Program and California’s broader climate and equity objectives.

Working Conditions

The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Department Information

The CEC was established by the Legislature in 1974 to address energy challenges facing the state. The California Energy Commission seeks an Electric Generation System Program Specialist I in the Fuels and Transportation Division under the Zero Emissions Vehicles Acceleration Branch (ZEVA) in the Infrastructure Modeling and Assessment Unit. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience conducting complex technical, economic, market, or engineering analyses related to electric vehicle charging infrastructure, particularly in support of policy development or investment planning.
  • Proficiency in data modeling and analysis using large datasets, with the ability to define modeling assumptions, interpret outputs, and translate findings into clear recommendations.
  • Demonstrated ability to manage grants, contracts, or public funding agreements, including developing scopes of work, monitoring project deliverables, and ensuring technical and fiscal compliance.
  • Strong written and verbal communication skills, including the ability to synthesize and present complex technical information to executive leadership, policymakers, and public audiences.
  • Experience working collaboratively with interagency teams, researchers, and private sector stakeholders to support clean transportation or energy infrastructure initiatives.
