OVERVIEW:

Assist in the development and design of projects for construction and installation of NOVEC’s overhead and underground electric distribution and communication facilities to provide quality service to customers, builders, and developers while maintaining the highest level of customer service.
DUTIES AND RESPONSIBILITIES:

Secure customer application, builder or developer easement application, right of way agreement, load letter, and service contract requirements as required by design engineering standards and policy.

Attend field meeting and consult with customers, builders, and/or developers to obtain requirements/requests for electric service. Understand customer's responsibilities in an underground conduit installation, review site plans, and research existing easements.

Identify and maintain technical overhead and underground drawings; provide circuit one line drawings to Engineering, Planning and Construction according to specific guidelines. Report requirements of Joint Use attachments.

Utilize WMIS/Web Reports, GIS and CIS to monitor, update and complete current and upcoming tasks or projects.

Calculate cost estimates for the construction and/or relocation of electric distribution facilities; prepare staking sheets for new lines, additions and improvements to the electrical distribution system. Review work order accounting to determine accurate contribution, economy of service and actual costs charged to work request

Assist in the preparation of permit applications and/or obtainment of written permission as required for distribution line crossings from the railroads, VDOT, utility and telecommunication companies, and government agencies. Complete Joint-Use Attachments requests.

Consult with customers, builders, and developers to obtain requirements for electric service and promote NOVEC services.

Prepare staking sheets for new lines, additions, and improvements to the electrical distribution system in accordance with NESC standards and guidelines, state and local ordinances, and NOVEC specifications.

Secure easements for right-of-way, service contracts, and builder or developer agreements as required by design engineering standards and policies.

Assist in the preparation of cost estimates for the construction or relocation of electric distribution facilities and review work order accounting to determine accurate CIAC and economy of service.

Utilize WMIS to monitor, update, and complete current and upcoming tasks and projects.
EDUCATION AND EXPERIENCE:
Electric Utility Designer II
-
High School Diploma or GED with a technical or mathematical background and completion of necessary requirements of the Electric Utility Designer Apprentice Training Program is required.

Two (2) years of directly related experience assisting in the planning and design of projects for the construction and installation of electric distribution systems is required.
Electric Utility Designer I

High School Diploma or GED with a technical or mathematical background is required.

No previous experience is required. One (1) year of experience in a technical customer-service-oriented position is strongly preferred.
KNOWLEDGE, SKILLS & ABILITIES:

Ability to read, interpret, and relate overhead and underground specification manuals, assembly guides, technical drawings, specifications, system books, and maps of transmission and distribution systems.

Ability to apply analytical methodology to problem solving and relate theoretical and or technical concepts to practical application.

Ability to communicate effectively and professionally with all levels of staff and the general public both orally and in writing while maintaining professionalism and control in all circumstances.

Ability to perform all responsibilities in accordance with organizational policies/procedures and VOSHA safety guidelines

Anticipate and meet rapidly changing customer needs by quickly refocusing and realigning strategic and operational direction

Apply working knowledge and ability to operate a personal computer and related software such as specialized utility design systems, Work Management software, MS Office; operate standard office equipment; and operate basic equipment and tools used for measuring and staking

Ability to multitask between assignments and meet tight deadlines in an accurate manner in accordance with NESC standards/guidelines, state/local ordinances and organizational policies/specifications under minimal supervision while providing superior customer service
