About the Position:

Join us in this exciting role, providing construction-phase support services for a weapons storage and maintenance facility. This role provides on-site quality assurance and compliance monitoring throughout the construction process. We're seeking an experienced Electrical Construction Quality Assurance Inspection Professional for an 18-month, full-time position supporting the Corps of Engineers, Seattle District. This is an on-site position at Malmstrom Air Force Base in Great Falls, Montana. Candidates from anywhere in the United States are encouraged to apply.   • This position requires a construction background and computer proficiency. Construction QA experience is required.
Location: Malmstrom Air Force Base, Montana
Job Type: Full-time for 18 months, 40 hours per week
Travel Requirement: Relocation for 18 months is required for those out of the area (company‑provided housing and travel benefits)
Additional Benefits: Meal per diem, shared rental car, company-provided shared housing (with one other person), and two paid round-trip flights home per year.

Essential Functions:
  • Plans & Specifications Review
    • Become thoroughly familiar with all contract documents, including plans, specifications, amendments, and submittals.
    • Attend post-award conferences to align administrative policies and project requirements.
  • Submittal Oversight
    • Monitor the contractor’s quality control system to ensure timely and accurate submittals.
    • Review all submittals for completeness, correctness, and compliance with contract requirements.
  • Construction Monitoring & Inspection
    • Verify adequacy and calibration of test equipment and adherence to testing standards.
    • Spot-check approved submittals during implementation.
    • Review daily Quality Control Reports (QCRs) and compare them to QA reports, reporting discrepancies to the COR.
    • Participate in the three-phase control process, attending preparatory and initial-phase meetings for critical features (mechanical, electrical, roofing, waterproofing).
    • Conduct site visits, inspections, and investigations; collect data and prepare detailed reports documenting findings.
    • Maintain a daily diary and submit accurate daily reports within one working day.
  • Deficiency Tracking
    • Maintain and update a deficiency list, ensuring corrective actions are taken and documented.
    • Discuss all deficiencies with the COR.
  • CQC Program Monitoring
    • Verify that the contractor’s three-phase control system is correctly implemented.
    • Compare plans and specifications to actual site conditions, report discrepancies, and maintain a marked-up set of plans for reference.
  • Shop Drawing Verification
    • Ensure all required shop drawings are submitted and approved.
    • Compare drawings to contract requirements and verify installed materials match approved drawings.
  • Safety Compliance
    • Adhere to EM 385-1-1 and OSHA standards.
    • Provide at least one safety observation in each daily report.
  • Environmental Oversight
    • Review and monitor environmental submittals and permits.
    • Ensure proper execution of environmental controls (e.g., turbidity, air quality, endangered species monitoring) and verify compliance through daily reports.
Experience:
  • Minimum 4 years of construction-related experience, including 2 years of continuous experience inspecting construction contract work for similar projects.
  • Must also have at least 2 years of experience in on-site quality assurance or quality control duties, including safety oversight.
Skills & Capabilities:
  • Ability to prepare detailed reports and perform basic field quality assurance tests.
  • Familiarity with USACE Safety and Health Requirements Manual (EM 385-1-1) and OSHA standards.
  • Physically capable of walking over rough terrain and standing for long periods.
  • Able to work in adverse conditions (including foul weather) for extended periods.
  • Must be able to oversee other contractor QA personnel assigned to the same task order.
Additional Notes:
  • Exceptions to experience requirements may be granted at the Government’s discretion.
Required Qualifications:
  • NACI Clearance (or the ability to obtain it)
  • Strong analytical and communication skills
  • Proficiency in computers and Microsoft Office
  • Experience reviewing construction compliance with NFPA 70E
Preferred Qualifications:
  • 30-hour OSHA or EM-385 certification
  • Master, or Journeyman Electrician license
