This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), and VA Medical Center Hampton, Virginia under Engineering Service. Responsible for the installation, modification, troubleshooting, servicing and maintenance of both medium and low voltage electrical equipment; circuits and all associated devices. This position requires the skills and abilities of a journeyman level electrician.
ALL US CITIZENS DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation.
Performs installation, maintenance, and/or repair of electrical systems within the facility.
Performs work with little or no supervision in installing, maintaining, troubleshooting and repairing electrical wiring systems and associated fixtures, controls, and equipment in industriaI, institutional, office, and residential buildings.
Maintain, troubleshoot, repair, operate and test the emergency power distribution system.
Assist the Electrical Supervisor in helping to resolve design and installation problems with Engineers, Service Administrators, contract personnel and ensure the various projects are completed in a timely manner.
Assist the Electrical Supervisor in working out arrangements with suppliers, contractors, and private organizations.
Works from building plans, blueprints, wiring diagrams, engineering drawings, and electrical maintenance and repair manuals to plan and lay out the routing, placement, type, size, gauge, balance, load, continuity, and safe operation of electrical lines, circuits, systems, equipment and controls.
Must have the ability to interpret and apply the National Electrical Code, local codes, building plans, blueprints, wiring diagrams, and engineering drawings, and to use trade formulas to calculate common properties, e.g., voltage, voltage drop and current capability in series and parallel circuits, resistance, inductance, capacitance, power factor, current flow, and temperature and length in single and multiple raceways, conduits, gutters, and cable trays.
Operates and maintains emergency .and standby power systems to include emergency diesel generators, uninterruptable power supplies and emergency lighting systems, in acc9rdance with National Fire Protection Association Codes and Joint Commission standards.
Performs other related duties as assigned.

Specialized Skills: Must possess knowledge of the operation and installation of a variety of complete electrical systems and equipment. Requires knowledge about how various circuits, equipment, and controls operate, fit, and work together. Knowledge of the various gauges, sizes, and types of wire, conduit, couplings, fittings, relays, boxes, circuit breakers, and other electrical devices. Must have the ability to arrange and install them in ways that insure the proper and safe operation of electrical systems and equipment. Ability to interpret and apply the National Electrical Code, local codes, building plans, blueprints, wiring diagrams, and engineering drawings, and to use trade formulas to calculate common properties, e.g., voltage, voltage drop and current capability in series and parallel circuits, resistance, inductance, capacitance, 'power factor, current flow, and temperature and length in single and multiple raceways, conduits, gutters, and cable trays. Skill in the use of hand tools; power tools, such as cable pullers, hydraulic benders, and pipe threading machine; and a wide variety of test equipment.
EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Participation in the seasonal influenza program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.

This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
