About the Role
The ELRC (Early Learning Resource Center) Eligibility Specialist manages a caseload of families and childcare providers applying for subsidized childcare assistance. You’ll guide applicants through the process, determine eligibility under state and federal guidelines, and serve as the key connection between families, providers, and the County Assistance Office. This is a great fit for someone with experience in social services, human services, office administration, or case management who enjoys helping people navigate complex systems.

What You’ll Do
- Interview applicants to assess eligibility and need for subsidized childcare services
- Assist families in completing applications and declaration forms, gathering income, parental, and household information
- Determine and re-determine eligibility; process enrollments and terminations in accordance with state and federal regulations
- Establish and maintain accurate case files; review documentation for completeness and consistency
- Distribute, collect, and review childcare provider forms to ensure payment eligibility
- Interpret and explain eligibility rules, payment methods, and applicants’ legal rights
- Communicate with parents and childcare providers by phone, mail, email, and in person to resolve issues
- Research and resolve payment problems with childcare providers
- Maintain working relationships with the County Assistance Office, childcare programs, and community agencies
- Enter and manage data in PELICAN CCW, ORS, and other required software systems
- Attend mandated trainings and meetings
What We’re Looking For
- High school diploma, GED, or equivalent — or a minimum of 5 years’ experience in social services
- Knowledge of Child Care Works regulations and associated childcare programs is a strong plus
- Computer proficiency in Microsoft Word, Excel, and Windows; experience with case management or government software preferred
- Strong math skills for accurate income computations
- Excellent written, verbal, and interpersonal communication skills
- Ability to manage a caseload independently and collaborate on team projects
- Commitment to maintaining strict confidentiality of all client, employee, and agency information
- Valid PA driver’s license, reliable vehicle, and insurance meeting agency standards; willingness to travel throughout the counties we serve
- Must pass: FBI fingerprint check, PA Child Abuse History Clearance, and PA State Police Criminal History check
