Employee Relations & Labor Representative - Training & Compliance

The Employee & Labor Relations Representative will oversee the Training function and be instrumental in the development and administration of local training programs. This will include scheduling training, communicating training plans, coordinating outside vendors, monitoring and tracking completion of training by employees, and communicating training issues to the local HR leadership team. This position will organize training locations and classroom set up and work with vendors to secure competitive pricing. The Representative will assist in the development of the annual training budget in accordance with established procedures, and ensure the program is operating within the defined budget. The Representative must be knowledgeable of contemporary training methods and align compatibility of plans to the needs of our existing workforce. In addition, the Training Representative will also be utilized in other areas of the ER/LR Department.

RESPONSIBILITIES:
  • Collaborate with Division and Staff Management, Corporate Training and Local and International Union representatives relative to specific departmental training needs to ensure proper scheduling and delivery of training programs. This includes conducting periodic assessments/surveys to determine plant training needs.
  • Schedule and coordinate training programs and workshops including instructor schedules, participant schedules, instructional materials and equipment, and teaching aids.
  • Coordinate, identify, and schedule individuals for training programs including New Managers, MAP, Leadership Development, New Employee Orientation, Functional Capability Building, and University supported educational certificates & special programs.
  • Provide project management support for implementation of corporate initiatives (i.e. Safety Leadership)
  • Assist with production and design of curriculum materials as needed.
  • Observe content presentation and make recommended changes that enhance delivery of instructor performance, and material design.
  • Observe and evaluate instructors’ performance and make recommended changes that will strengthen skills at a variety of platforms.
  • Maintain training documentation, including class evaluations, in accordance with record-retention procedures.
  • Communicate with the Company’s Employee Services department regarding maintenance training courses and confirm completion as required.
  • Provide training summaries/information reports as needed or requested.
  • Assist in the design of needs assessment methods to ensure the training offerings are relevant to members and develop/provide training to better match need.
  • Assist in the development of evaluation processes to better assess the value/impact/effectiveness of training offerings.
  • Market/promote the local programs to members to raise participation rates.
  • Manage equipment and facility space.
  • Attend Career Development Local Joint Committee Meetings and review invoices and Authority for Payment requests in accordance with established policy.
  • Assist Employee Relations/Labor Relations with tasks, assignments, projects, and responsibilities as needed.
  • Learn and understand all policies, procedures, and fulfill all job duties within these parameters.
REQUIREMENTS:
  • Bachelor's Degree in Education, Training, Program Management or a related field and 3-5 years proven experience with adult learners.
  • Familiarity with contemporary Learning and Development concepts, practices, and procedures.
  • Strong interpersonal skills, and the ability to interface with all levels of employees and committee members.
  • Strong organizational skills, and ability to manage multiple training programs simultaneously.
  • Demonstrated excellent verbal, interpersonal, and written communication skills.
  • High level of experience in Lotus Notes, MS Word, Excel, and PowerPoint.
  • Preferred skills of working in a unionized environment and labor relations experience is a plus.

The salary range of $58,685.60 to $88,028.40 is a good faith estimate. Based on candidate skills/experience the final offer may be lower/higher.
