Job Summary



Job Summary: Job incumbent provides career counseling; conducts intake applications, assessment, case management, and job placement for Tribal members. Compiles data tracking services and records retention, coordinates individual-trainings and events in partnership with other staff, and acts as an advocate for the client and program.

Adhere to the TCC Ch’eghwtsen’ model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.


Essential Functions

Representative Duties:
Under the supervision of the Employment & Training Coordinator, the Employment & Training Case Manager performs the following representative duties. This list is illustrative and not all inclusive:

1. Conducts comprehensive client intake, ensuring all requests for assistance and Employment & Training (E&T) applications are reviewed in a timely manner. Assesses client needs, gathers required documentation, and determines eligibility in accordance with program guidelines, policies, and funding source requirements.

2. Develops, implements, and oversees Individual Employment Plans (IEPs) in collaboration with clients, providing career counseling, goal setting, and guidance toward employment, training, or education outcomes.

3. Provides ongoing case management, including regular follow-up with clients to monitor progress toward IEP goals, address barriers to employment or training, and adjust plans as needed.

4. Processes client funding requests in accordance with program and funding requirements. Prepares, submits, and files funding documentation accurately for clients, villages, and Rite Track records.

5. Assists clients with job readiness activities, including résumé development, cover letters, mock interviews, and matching résumés to available job announcements.

6. Monitors client participation in approved training, education, work experience, apprenticeships, or employment activities and documents progress, milestones, and outcomes.

7. Stays informed of local labor market trends, unions, apprenticeship opportunities, and job openings, and shares relevant information with Tribal members, villages, and Tribal offices within the TCC region.

8. Coordinates individual trainings in partnership with internal departments, external training providers, employers, and partner agencies to support client success.

9. Represents the Employment & Training program at meetings, job fairs, workshops, and conferences, responding to inquiries, promoting services, and establishing collaborative relationships.

10. Acts as an advocate for clients and the E&T program, supporting client access to services and communicating with employers, training institutions, and service providers as appropriate.

11. Tracks and enters accurate and timely data into tracking logs, Rite Track, and other required systems, including procurement card reports, travel authorizations, and accounting forms.

12. Maintains accurate, complete, confidential, and audit ready client files in compliance with program requirements, records retention policies, and funding source standards.

13. Ensures compliance with Tribal, departmental, and program policies and procedures, including confidentiality, ethics, and professional conduct standards.

14. Performs record retention and archiving in accordance with established procedures.

15. Performs other job related duties as assigned to support program operation's.

Other Responsibilities:

1. Assists the program on an as needed basis: computer room, phones, and updating job listing booklet.

2. Perform other job-related duties as assigned.


Minimum Qualifications



Minimum Qualifications:

1. Associates degree in business preferred, Associate of Arts, or Tribal Management or Human Services -related field, or two years of training or experience in related field of work; such as personnel, labor relations or guidance counseling.

2. Experience/familiarity with state and federal employment and training laws and regulations.

3. Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements and the State of Alaska background check.

Knowledge, Skills and Abilities:

1. Must be highly organized.

2. Must be able to work in fast-paced environment with high-volume workload and effectively meet deadlines.

3. Excellent oral, written and interpersonal communications skills. Grant writing experience preferred.

4. Familiarity with economic development concepts, practices, and procedures.

5. Excellent computer skills, with strong background in Windows, spreadsheets, data entry, database and other software applications.

6. Knowledge of rural economic conditions and workplace trends.

7. Must be willing to travel, to rural villages and relevant conferences.

Supervision:
This position has no supervisory responsibilities.


Supervision



Physical demands: The job is mostly sedentary, sitting for extended periods of time at a computer terminal. Incumbent must be able to lift, carry, push, and pull at least thirty pounds. Travel is required of the position in various types of aircraft in all weather conditions. Other physical demands, such as walking, climbing, and stooping are expected of this position. Required to work under pressure and handle a large work load. Periodically, deal with inebriated and/or irate clients. Able to work in a busy, sometimes stressful environment.


Summation



Summary: The job has high contact with people either in person or online through email, or meetings applications, which makes communication and interpersonal skills important. Confidentiality required. Incumbent must be able to prioritize tasks.
