Engineer, Project Planning (Water)

Job Purpose:

Evaluate Capex requests related to potable and process water Service lines as per Marafiq procedures and develop packages in conceptual stage, consisting of Scouting and Feasibility studies. Evaluate Utility Approval Request (UAR) for liquid utilities and get approval for the utility demands of new and existing customers for permanent and temporary requirements and amendments from time to time thereafter. Review of utility design packages from Customers to ensure its compliance to Marafiq recommendations and infrastructure development design packages from Royal Commission to confirm its adequacy and suitability with regard to planning perspective and Marafiq Business.

Key Duties & Responsibility:

Evaluate Capex requests originated from BU, Supply Plan or UAR as per PES procedures.
Conduct preliminary evaluation of AR and coordinate with BU for additional information and clarifications.
Ensure that the project opportunity is clearly defined and specify the key priorities based on information available. Validate the project opportunity and recommend the optimal solutions to ensure meeting CAPEX requirements and objectives
Lead the team nominated from all concerned departments and carry-out scouting and/or feasibility studies as part of the overall project gating system.
Study all strategic options and validate the recommended technology selection for new infrastructure projects and other CAPEX form BUs.
Prepare benchmark cost estimation in Scouting study based on information in AR request. Forward the package to Project Engineering to carry out +/- 40% cost estimation in Feasibility Study.
Review the techno-commercial evaluation of the selected strategic options and prepare the preliminary design.
Identify project segmentation based on project complexity evaluation and cost estimation in scouting.
Identify Lessons Learnt and project risks and conduct risk assessment workshops with all stakeholders.
Conduct schedule challenge meeting with all stakeholders to finalize the project schedule.
Complete project deliverables and submit to QA-QC department followed by Approval Authority in each stage.
Handover the conceptual stage package to Project Engineering through SAP-IM, after conceptual approval.
Capex prioritization based on financial indices and project risks is carried out to establish the investment priority of each capex.
Conduct a techno-commercial evaluation of Capex proposals and advise Management during Conceptual Approval and FID
Uploading of document in SAP after completing Scouting/Feasibility Studies.
Participate in site selection process with Royal Commission (as required) and other stakeholders in Marafiq.
Evaluate the permanent and temporary demands of liquid utility request from both industrial and commercial customers in Yanbu and for industrial customers in other industrial cities / outside RC area.
Arrange all related drawings to support the evaluation of the UAR from TSD or TPP as applicable.
Conduct clarification meeting with RC and customer as required.
Evaluate the UAR and approve / reject with all conditions clearly mentioned therein and forward to customer relations department.
Review design packages from customers to ensure its compliance to UAR recommendations and Marafiq specifications.
Review RC design packages for infrastructure development in all industrial cities with respect to planning perspective.
Ensure compliance to all relevant safety, quality and environmental management procedures.
Implement and enforce departmental policies, systems, processes, procedures, and controls to ensure adherence to procedural and compliance requirements
