Role Summary:
The Engineer Site Construction - Automation & Instrumentation represents ArcelorMittal Tubular Products Jubail at site and is responsible for monitoring, controlling, and assuring the quality, progress, safety, and commissioning readiness of automation and instrumentation construction works executed by the EPC Contractor. The role is fully site-based and focuses on field instrumentation, control systems, PLC/DCS panels, cabling, marshalling cabinets, sensors, analyzers, actuators, and automation systems, ensuring compliance with approved IFC drawings, specifications, quality standards, HSE requirements, and project schedule.
Job Duties & Responsibilities:

Monitor EPC Contractor’s automation and instrumentation work for compliance with IFC drawings, specifications, control philosophies, codes, and contract requirements

Maintain continuous site presence to control execution quality, sequencing, and workmanship

Verify installation, mounting, tagging, protection, and calibration status of field instruments and analyzers
-
Monitor installation of PLC/DCS panels, marshalling cabinets, junction boxes, and control room equipment

Verify routing, termination, labeling, and segregation of instrumentation and control cables, impulse tubing, air supply systems, and supports

Review and monitor work plans, schedules, manpower, equipment deployment, and daily progress against actual site conditions

Identify delays, productivity issues, interface constraints, and execution risks, support recovery and mitigation actions

Monitor implementation of automation & instrumentation QA/QC systems, including inspections, loop checks, calibration, testing, and closure of NCRs and punch items

Verify material receipt, storage, handling, installation compliance, and system completion readiness

Support pre-commissioning, commissioning, start-up, and safe system handover in coordination with operations, vendors, OEMs, and system integrators

Ensure strict compliance with HSE requirements during instrumentation works, testing, and live system activities, and provide accurate site reports and inputs to support the Construction Manager, variations, and claims

Issuance of Work Permit in line with AMTPJ Safety Guidelines and necessary checklist

Joint Site visit & associate risk review and mitigation plan before issuing the Work Permits.

Attending the Contractor Toolbox talk regularly as per the agreed work schedule.
Education & Experience:
-
Bachelor’s degree in engineering ( Electrical, Electronics or Automation Engineering ) or a related field from an accredited university.

Minimum 5–10 years of experience in industrial automation and instrumentation construction projects

Experience in a Client, Owner, or PMC site supervision role

Experience overseeing EPC contractors on:
-
PLC / DCS-based automation systems
-
Field instrumentation and analyzers
-
Steel plants, pipe mills, or heavy industrial facilities
-
Prior experience in Saudi Arabia or GCC industrial projects is preferred
Skills:
-
Strong knowledge of industrial automation and instrumentation construction and commissioning practices

Ability to interpret instrumentation IFC drawings, loop diagrams, hook-ups, layouts, and control philosophies

Strong understanding of QA/QC processes including calibration, loop checking, inspections, and punch list management

Proven site supervision capability in multi-discipline and multi-contractor environments

Ability to monitor and professionally challenge EPC contractor performance

Competence in construction planning, progress measurement, productivity tracking, and recovery planning

Strong communication, reporting, and coordination skills

Working knowledge of Primavera P6 / MS Project and MS Office
