Project Overview
Jubail is one of Bechtel's most remarkable achievements - a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. The project is located in the Eastern Province of Saudi Arabia and is managed by Bechtel as the Engineering, Procurement, and Construction (EPC) manager for the Royal Commission. Work focuses on new residential communities, iconic buildings, bridges, schools, hospitals, sports facilities, pipelines, ports, and infrastructure.
Job Summary
The Engineering Quality and Work Process Manager is responsible for maintaining and improving the engineering department quality program to ensure high quality services and deliverables. The role reviews consultant QMS, establishes KPI, performs root cause analysis, facilitates lessons learned, audits engineering activity, and executes ongoing QA/QC across the department. The manager leads process and procedure improvements, coordinates with stakeholders, and oversees a small team.
Major Responsibilities
- Work with Engineering Management to identify continuous improvement opportunities.
- Develop and write engineering procedures and work instructions.
- Lead quality initiatives to ensure management goals are met.
- Communicate process improvements to the Director of Engineering, staff, and consultants.
- Define and implement quality system tools and procedures.
- Conduct Royal Commission audits of technical service consultants.
- Perform internal engineering audits and external audits of engineering consultants, developing audit schedules based on performance and risk.
- Maintain and improve the lessons learned program.
- Prepare regular quality reports on program effectiveness.
- Maintain engineering department software database, manuals, specifications, and standard drawings.
- Review key deliverables, such as consulting scope, design change notices, and field change documents.
- Drive competency/training programs to advance the quality culture.
- Monitor and verify the effectiveness of corrective actions and root cause analyses.
- Lead Project Root Cause Analysis activities and ensure timely corrective measures.
Education & Experience Requirements
- B.S./M.S. in Engineering discipline.
- 13-15 years experience in civil engineering or related discipline, including infrastructure or manufacturing.
- 3+ years in a leadership position, managing a small group of at least five engineers.
- Proficient in QA/QC document review, including design packages, DCNs, scopes of work, and field change orders.
- Able to work in a culturally diverse environment.
- Excellent verbal and written communication & interpersonal skills.
- Strong technical writing skills for procedures and work instructions.
Required Knowledge And Skills
- Licensed/registered as a Professional/Chartered Engineer.
- Experience conducting AE consultant audits.
- Expertise with ISO 9001 based Quality Management Systems for engineering design.
- Understanding of construction practices and project economics.
- Experience reviewing design packages, shop drawings, and technical submittals.
- Familiarity with industry standards and codes.
- Experience in construction and engineering software application.
- Ability to create and deliver training to engineering staff and consultants.
- Professional interaction at all organizational levels.
- Demonstrated leadership in a team based environment.
