Job Summary



Job Summary: Job incumbent provides technical assistance to TCC and TCC member tribes on environmental health, occupational health and safety issues.

Adhere to the TCC Ch’eghwtsen’ model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.


Essential Functions

Representative Duties:
Under the direct supervision of the EHS Supervisor, job incumbent:

1. Meets with Tribal leaders to identify and prioritize environmental health and safety concerns.

2. Provides emergency response for flooding and wildfires as an integral member of the Incident Command System (ICS) planning section.

3. Assists tribes with developing strategies to resolve environmental health concerns.

4. Provides technical assistance with applying for funding to develop projects designed to improve public health conditions in the village (i.e. water, sewer, solid waste, hazardous waste, healthcare facility, and occupational health and safety).

5. Assists tribal leaders to identify and compete for state and federal grants to fund environment health projects.

6. Performs routine environmental health and safety surveys of tribal health clinics to bolster local capacity to operate health clinics in compliance with village built clinic lease guidelines and accreditation standards.

7. Performs routine environmental health and safety surveys of village sanitation infrastructure to help Tribes comply with Federal/State regulations and to address deficiencies in the facilities to protect public health.

8. Provides on-site technical assistance to village water plant operators and utility managers in sampling, reporting, and compliance with state and federal drinking water regulations.

9. Assists Tribes to comply with state and federal regulations pertaining to community drinking water, sanitation, institutional facilities, and relevant public health issues.

10. Monitors public health conditions in the villages. Documents and investigates areas of concern under the direction and with the assistance of the Tribe.

11. Provides instruction to village school children using the OEH curriculum. Meets with teachers and staff to promote discussion of environmental health issues of local concern.

12. Vaccinates dogs and cats in the villages against the rabies virus.

13. Assists EHS Supervisor in the application for and implementation of department grants.

14. Give presentations at community meetings to educate residents on environmental health issues of concern.

15. Instruct, coordinate and facilitate OEH hosted training courses as required.

Other Responsibilities:

1. Performs other job-related duties as assigned and/or as identified in Chapter 11 of the IHS manual.

2. Participate on Department or Corporation level committees and workgroups as required.

3. Performs other job related duties as assigned by supervisor.


Minimum Qualifications



Minimum Qualifications:

1. Masters or Bachelors of Science Degree in Environmental Health from a nationally accredited university OR Bachelors Degree with at least 50 semester or equivalent hours in the biological and physical sciences. The determination for semester or equivalent hours in biological and physical sciences include areas such as: (asterisk items are required)

2. Must possess, or within one year, become credentialed as a Registered Environmental Health Specialist from the National Environmental Health Association.

3. Must possess and maintain a valid driver’s license.

4. Previous Tribal experience preferred.

5. Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements and State of Alaska background check.

Knowledge, Skills and Abilities:

1. Cross-cultural skills and knowledge of Alaska Native cultures and traditions preferred. Familiarity with the culture and needs of individuals of Alaska Native descent.

2. Strong computer skills and Microsoft Office applications.

3. Strong verbal communication, analytical and interpersonal skills required.

4. Must have initiative and prioritizing skills.

5. Must work as part of a team providing quality assistance.

6. Knowledge and ability to adhere to Health Insurance Portability and Accountability Act (HIPAA) and 42 CFR Part 2 confidentiality regulations.

Supervision:
This position does not have supervisory responsibilities, but does have grant management responsibilities.


Supervision



Physical demands: Job incumbent must be able to lift and carry up to 50 pounds in support of equipment and material. Position requires sitting, standing, walking, recurring bending, stooping, stretching and reaching including climbing water storage tanks. Frequent travel to remote villages required. The job incumbent may be subject to harsh environmental conditions while performing village visits. Conditions include but are not limited to: travel by small, unpressurized aircraft, 4WD vehicles, all-terrain vehicles, snow machines, and/or boats, lack of running water, no formal lodging accommodations, poor heat, field equipment breaking down and incumbent expected to improvise, and extreme weather conditions. Must be able to walk through rough terrain in order to investigate remote sites for environmental health hazards.


Summation



Summation: The Office of Environmental Health (OEH) is a comprehensive program that monitors and responds to environmental health issues in TCC member villages and at TCC’s Fairbanks based facilities with the overall goal of protecting public health. OEH staff travel extensively and provide both routine and project-related environmental health services. OEH also manages a robust Training Program for village water treatment operators. Our customers include Tribal Councils, village sanitation utility owners and operators, and TCC partner programs among others.
