The Environmental Health Program provides licensing and inspection services to just under 2000 businesses throughout Coconino County, including food establishments, hotels/motels, pools and spas, schools, children’s camps, trailer parks/campgrounds, body art establishments as well as special event permitting. In addition, the program responds to public nuisance complaints and conducts vector activities for the surveillance of vector-borne illnesses. This position could cover a variety of areas within Coconino County (Page, Tuba City, Marble Canyon, Fredonia, Cameron, Williams, Sedona, Tusayan, Flagstaff, etc.) As a result, significant driving will be part of this position.

Under general supervision, performs work of moderate difficulty in the environmental health field; performs related work as assigned.

The ideal candidate is an independent, self-directed professional who excels at communication, demonstrates high emotional intelligence and customer service skills, and possesses strong writing ability. Experience in conducting inspections and investigations, along with a detail-oriented, solution-focused approach is preferred.

ENVIRONMENTAL HEALTH SPECIALIST I (TECHNICIAN)

  • Works closely with an Environmental Health Specialist II or III in all aspects of the job, from fieldwork to the office paperwork and follow up that is required

ENVIRONMENTAL HEALTH SPECIALIST II

  • Performs the duties of an Environmental Health Specialist I
  • Inspects all types of entities to ensure compliance with applicable legal codes
  • Identifies and documents violations
  • Performs public health nuisance investigations, resolves complaints, and recommends enforcement actions to Director
  • Assists in epidemiological investigations
  • Coordinates inspection activities with related agencies
  • Reviews simple plans to determine compliance with applicable legal codes
  • Prepares documentation and enters data into permit tracking system
  • Implements routine enforcement measures related to inspection duties
  • Assists with vector control and zoonotic disease surveillance
  • Prepares and maintains records
  • Recommends enforcement measures
  • Provides training to Environmental Health Specialist Is
  • Develops expertise and takes on specialized tasks such as special events, body art plan reviews and inspections, minor plan reviews, vector activities, HACCP plans, enforcement, marijuana, etc.

ENVIRONMENTAL HEALTH SPECIALIST III

  • Performs the duties of Environmental Health Specialist I and II
  • Assists at a higher level by performing epidemiological investigations and resolving complaints
  • Assists in training Environmental Health staff
  • Inspects various entities to ensure compliance with applicable legal codes
  • Identifies and documents violations and secures compliance
  • Performs epidemiological investigations under the direction of the Epidemiologist
  • Conducts public health nuisance investigations, and resolves complaints, recommending enforcement actions to Director
  • Reviews moderate to complex plans and makes determination to approve or deny
  • Prepares documentation and enters data into permit tracking system
  • Implements routine enforcement measures related to inspection duties
  • Coordinates specialized programs
  • Assists with grant deliverables
  • Assists with vector control and zoonotic disease surveillance
  • Assists all levels of Environmental Health staff in the field with closures and difficult establishments as needed
  • Provides training programs

  • Prepares and maintains records and reports

Essential functions of this position include but are not limited to: driving; working with and around others; co-workers, clients, agencies, etc.; working alone; vision acuity (near and far); dealing with interruptions; hearing and speech for ordinary conversation.

Minimum Qualifications

ENVIRONMENTAL HEALTH SPECIALIST I (TECHNICIAN)

MINIMUM QUALIFICATIONS: Bachelor’s degree in biology, microbiology, environmental science, or closely related field.

ADDITIONAL REQUIREMENTS: Must achieve at least one of the following certifications within one year of employment: Attain Registered Sanitarian certification; licensed by State Pest Control Commission; or certified as a Pool/Spa Operator by the National Swimming Pool Foundation. Must obtain an Arizona driver’s license by date of hire and maintain it throughout employment. Final job offer will be contingent upon a satisfactory 5-year Arizona Motor Vehicle Report.

ENVIRONMENTAL HEALTH SPECIALIST ii

MINIMUM QUALIFICATIONS: Bachelor’s degree in biology, microbiology, environmental science, or closely related field and one year experience working in an environmental health program.

ADDITIONAL REQUIREMENTS: Must possess current certification as a Registered Sanitarian with the State of Arizona. Must be licensed by State Pest Control Commission; and a certified Pool/Spa Operator by the National Swimming Pool Foundation or be willing to attain these certifications within the first year of hire or moving to an EHS II, and work towards standardization by the Food & Drug Administration as available. Must obtain an Arizona driver's license by date of hire and maintain it throughout employment. Final job offer will be contingent upon a satisfactory 5-year Arizona Motor Vehicle Report.

ENVIRONMENTAL HEALTH SPECIALIST iii

MINIMUM QUALIFICATIONS: Bachelor’s degree in biology, microbiology, environmental science or closely related field and three years of experience working in an environmental health program; OR any combination of post-graduate education, training, and experience which demonstrates the ability to perform the duties of the position.

ADDITIONAL REQUIREMENTS: Must possess a current certificate as a Registered Sanitarian issued by the State of Arizona. Must be licensed by State Pest Control Commission; and certified Pool/Spa Operator by the National Swimming Pool Foundation; and be standardized by the Food & Drug Administration, as available. Must obtain an Arizona driver's license by date of hire and maintain it throughout employment. Final job offer will be contingent upon a satisfactory 5-year Arizona Motor Vehicle Report.

This position is safety sensitive.

This position is non-exempt from overtime.
