JOB OVERVIEW: The purpose of this position is to perform inspections and investigations and provides enforcement and consultation for a broad range of environmental health and sanitation laws and regulations; educate the community; may assist in training staff; determine needs for corrective action and provides appropriate assistance, conducts surveys and collects data; investigates complaints of nuisances such as vector problems, waste disposal and other unsanitary conditions; and interprets environmental health laws and regulations to contractors, public and private officials and the general public. The work is performed under the supervision of the Division Director - Environment. Health & Protection.

RESPONSIBILITIES:

  • Receives and investigates food-borne illness complaints.
  • Responds to food-borne illness and communicable disease outbreaks. Collects samples, analyzes lab results, and confers with health professionals/health care providers regarding appropriate action.
  • Reviews and evaluates commercial food storage, preparation, handling and processing for food-borne illness prevention. Examines food preparation techniques and food storage and serving temperatures. Evaluates equipment for sanitation.
  • Reviews food service employees' health for possible contamination source.
  • Examines food service establishments and food storage, preparation and handling equipment for appropriate maintenance and sanitary code compliance. Evaluates chemical use for appropriateness and safety.
  • Interprets codes and provides information to food service operators and the public regarding sanitation and environmental matters.
  • Instructs food service personnel regarding appropriate operating procedures and industry developments/improvements.
  • Conducts re-inspections for operating changes and sanitary code compliance.
  • Inspects day care food service and general sanitation. Responds to communicable disease outbreaks.
  • Receives and investigates complaints regarding environmental issues.
  • Collects private well water samples, interprets lab results and recommends corrective action.
  • Conducts pool inspections for compliance to regulations.
  • Inspects lodging establishments regarding general sanitation, food service and pool operations.
  • Inspects body art establishments regarding general sanitation and compliance to regulations.
  • Inspects tanning facilities for sanitation and compliance with regulations.
  • Inspects fitness facilities for sanitation and compliance with regulations.
  • Inspects kratom sellers for compliance with regulations.
  • Coordinates sanitation activities with regulatory agencies.
  • Participates in legal proceeding regarding food and communicable disease violations.
  • Issues summons citations for non-compliance.
  • Enforces Non-Smoking regulations.
  • Maintains knowledge of current sanitation codes; proper food handling, storage, handling and preparation practices; and communicable disease reporting procedures.
  • Communicate effectively with others, both orally and in writing; present information in both written and verbal formats.
  • Receives and investigates citizen complaints regarding solid waste matters.
  • Inspects complaint site and interviews landowners/tenants and witnesses to attempt to identify responsible parties. Sends violation notices to property owners.
  • Patrols county roads to discover illegal dump sites and littering.
  • Inspects solid waste haulers’ vehicles to enforce proper licensing and equipment regulations.
  • Inspects compost facilities, transfer stations, and landfills for compliance with regulations.
  • Issues and collects applicable applications, licenses, notices, annual and semi-annual reports and letters to regulated facilities in a timely manner consistent with regulations.
  • Responds to public health emergencies during non-business hours and participates in bio-terrorism training.
  • Responds to commercial truck wrecks carrying food and related products intended for manufacturing or public commerce.
  • Performs secretarial tasks in absence of normally assigned person. Assists with clerical tasks.
  • Transports documents and lab specimens.
  • Prepares and delivers educational presentations to clients on Environmental health topics; coordinates education programs with other staff members and/or community partners.
  • Performs other duties as assigned.

REQUIREMENTS:

  • Education
  • Bachelor’s degree from an accredited college or university with a minimum of 30-credit hours in one of the following biology, chemistry, bacteriology, sanitary science or related field.
  • Job Experience
  • One-year environmental health experience or a Master’s degree in Public Health or Sanitary Science in lieu of experience; or year-for-year substitution for education in one of the following technical areas: food establishment sanitation, food processing plant sanitation, water supply and sewage disposal, general vector control, occupational health, food and drug salvage, consumer product safety and/or fire safety.
  • Certifications
  • A valid Missouri motor vehicle operator’s license required.
  • Possession of a valid certification as a Registered Environmental Health Specialist/ Registered Sanitarian from the National Environmental Health Association is preferred and OSHA 40-hour certification, ServSafe and Certified Pool/Spa Operator are required.
  • Employment is contingent upon successfully passing a full criminal background check.
